The Politburo requests to issue guidelines for establishing public service units under the People's Committee of the commune

This is one of the contents stated in Conclusion No. 179-KL/TW of the Politburo and the Secretariat on continuing to implement the tasks of perfecting the organization and operation of the 2-level local government model.

In Conclusion No. 179-KL/TW, the Politburo and the Secretariat assigned the Government Party Committee to lead and direct a number of related contents. In particular, leading and directing ministries and branches to seriously implement and implement the tasks stated in the conclusions of the Politburo, the Secretariat and Plan No. 56-KH/BCD, dated July 4, 2025 of the Steering Committee.

According to Conclusion No. 179, the Politburo and the Secretariat assigned the Government Party Committee to:

Direct the Ministry of Home Affairs to coordinate with localities to review the situation of cadres and civil servants working in ethnic and religious affairs, especially cadres working in state management of beliefs and religions, ensuring correct job positions, correct capacity and strengths; sufficient quantity and quality, meeting the requirements and tasks at the grassroots level; urgently issue and coordinate with relevant ministries and branches to issue documents guiding the establishment of public service units under the People's Committees at the commune level, especially units providing basic and essential public services at the commune level.

Direct the Ministry of Education and Training: (i) Preside over and coordinate with relevant ministries and branches to issue specific and clear instructions on the authority to manage the team of teachers, managers, civil servants and workers in accordance with the provisions of the Law on Organization of Local Government. (ii) Issue guidelines on job positions, structure of civil servants according to professional titles and norms for the number of people working in educational institutions as a basis for localities to implement.

Direct the Ministry of Science and Technology to preside over and coordinate with local ministries and branches to propose a comprehensive plan for completing the technology infrastructure, database infrastructure to ensure quality, serving the operations and operation of the Commune-level Public Administration Service Center. Monitor and urge progress, ensure the completion of "eliminating bottlenecks" so that villages and hamlets have conditions to access digital transformation.

Direct the Ministry of Public Security to preside over and coordinate with the Ministry of Justice to urgently deploy a synchronous implementation of the database on justice - civil status; fix errors in the Public Service software system, Civil status software to facilitate the settlement of administrative procedures for people.

Direct the Ministry of Justice to study and review to submit to the Government to adjust and supplement regulations on the division of authority in the field of certification in the direction of expanding the subjects or allowing the Deputy Director of the Commune-level Public Administration Service Center to certify the issuance of a copy from the original book, certify the copy from the original, certify the signature and certification of the contract and transaction, facilitate the settlement of administrative procedures.

Direct the Government Office to review, evaluate, ensure infrastructure and software functions of the National Public Service Portal to meet the increased access requirements and resolve convenient administrative procedures for people and businesses to perform online public services.
