The Ministry of Home Affairs is seeking opinions on the draft Decree amending and supplementing a number of articles of Decree No. 112/2017/ND-CP dated October 6, 2017 of the Government stipulating regimes and policies for grassroots youth volunteers in the South participating in the resistance war in the period 1965 - 1975.
Notably, the Ministry proposed to amend and supplement the dossiers of relatives or funeral organizers, including:
A copy of the decision to enjoy the one-time or monthly allowance regime of grassroots youth volunteers in the South who have died. In case they have not yet received the allowance regime as prescribed, submit the listing of the appraisal results of the commune-level People's Committee according to the prescribed form.
Original or certified copy of the death certificate or excerpt of the death certificate. In case the agency receives dossiers to exploit death certificate data from the Electronic Civil Status Database or the National Population Database or related databases and information systems, relatives or funeral organizers are not required to submit these documents.
The draft decree also amends and supplements the procedures for implementing funeral allowances.
Accordingly, representatives of relatives or those in charge of funeral arrangements for grassroots youth volunteers in the South submit 1 set of dossiers as prescribed in the form of direct submission to the Public Administrative Service Center or sending via postal service or online on the National Public Service Portal to the Commune-level People's Committee where permanent residence is registered;
Within 5 working days from the date of receiving sufficient dossiers as prescribed, the commune-level People's Committee shall inspect, make a written request according to the form, accompanied by a list of funeral allowance requests according to the form in the Appendix issued with this Decree and send the dossier to the Department of Home Affairs;
Within 5 working days from the date of receiving sufficient dossiers as prescribed by the commune-level People's Committee, the Department of Home Affairs shall inspect, summarize, and report to the Chairman of the provincial-level People's Committee to issue a decision to receive funeral allowance for relatives or funeral organizers for grassroots youth volunteers in the South;
Within 5 working days from the date of the decision to receive funeral allowance, the commune-level People's Committee is responsible for paying relatives or funeral organizers for grassroots youth volunteers in the South.
