Bac Ninh Provincial People's Committee has just issued a decision approving the investment policy and also approving the investor.
Accordingly, the investor's name is Thai Minh Group Joint Stock Company. Head office address: MG 02-15, No. 1 Vincom Le Thanh Tong, Ngo Quyen ward, Hai Phong city. Project name: Dai Lai Inland Waterway Port Construction Investment Project.
The project's objective is to invest in building Dai Lai Inland Waterway Port on the Duong River in Dai Lai commune, Bac Ninh province, which is a cargo port, capable of receiving ships with a tonnage of up to 3,000 tons; port capacity of about 2.5 million tons/year.
The project has a scale of 74.78 ha, the port water area is about 22.93 ha. Construction of inland waterway port works including: Port wharf, bulk cargo yard area, general cargo yard area, internal traffic, auxiliary area.
Project investment capital: 4,780,215,000,000 VND (In words: Four thousand seven hundred and eighty billion, two hundred and fifteen million VND). Of which, the investor's contributed capital is more than 717 billion VND, and the rest is mobilized capital.
Project operating term: 50 years, from the date the project is decided to approve the investment policy and at the same time approve the investor.
The decision also clearly states the responsibilities of relevant departments, branches, localities and investors in project implementation.
Previously, as Lao Dong newspaper reported, in an official dispatch sent to the Ministry of Agriculture and Environment on October 19, 2025, Bac Ninh Provincial People's Committee proposed building Dai Lai Inland Waterway Port to ensure the capacity to supply construction materials for the Gia Binh International Airport construction.
Accordingly, the demand for materials according to preliminary calculations is about 45,430,000m3 of soil and sand to build for the Gia Binh International Airport project throughout the project's life cycle (of which, about 80% of the expected volume is transported by inland waterway).
However, the area adjacent to the project currently does not have an inland waterway port with sufficient capacity to receive, gather, and transship large-scale construction materials, leading to the risk of stagnation and delays in material supply, directly affecting the project implementation progress.
Therefore, the investment in building Dai Lai Inland Waterway Port is very necessary and urgent.
