On May 9, the Department of Home Affairs of Dak Lak province just issued a document (No. 2532/SNV-TCBC) to the Dak Lak Provincial People's Committee proposing to reorganize the Provincial-level Construction Investment Project Management Boards.
Currently, there are 3 project management boards in the province, including: Project Management Board for Investment in Construction of Transport and Agricultural and Rural Development Projects of Dak Lak province (Board A); Project Management Board for Investment in Construction of Civil and Industrial Works of Dak Lak province (Board B); Project Management Board for Investment in Construction Projects in the Eastern Region of the province (Board C).
According to the assessment of the Department of Home Affairs, project management boards directly under Boards A, B, C are currently operating independently in terms of finance, organizational structure, seals and performing tasks according to the provisions of law on construction.
However, Boards A, B, C still have to participate in handling many intermediate stages for affiliated units, putting great pressure on the upper management apparatus, while reducing the proactiveness and responsibility of grassroots units.
From the above reality, the Department of Home Affairs proposes to reorganize Boards A, B, C in the direction of merging 5 project management boards directly under each unit into management boards and establishing appropriate professional and nghiệp vụ departments to perform project management functions according to regulations.
According to the Department of Home Affairs, this arrangement and streamlining is expected to enhance unity in direction and administration; clearly define the responsibilities of each unit and professional department.
Thereby, contributing to accelerating the project implementation progress, especially site clearance and disbursement of public investment capital...
However, the current difficulty is that the number of personnel at units is quite large, so the process of arranging and reorganizing may initially generate a lot of pressure.
Specifically for the commune level, the Department of Home Affairs proposed to unify the policy for Buon Ma Thuot Ward People's Committee and Tuy Hoa Ward People's Committee to pilot the establishment of the Commune-level Construction Investment Project Management Board.
For the remaining 100 communes and wards, the province will direct the review and assessment of actual conditions, socio-economic development speed... to consider establishing a Commune-level Construction Investment Project Management Board if conditions are met.
According to the proposal, to be established a Commune-level Construction Investment Project Management Board, localities must meet 5 criteria including: Having a workload, number of projects and resources to ensure stable and regular unit operations.
Identify revenue from public service activities to ensure operating expenses; have at least 15 employees, including leaders, professional staff and support staff.
The unit must ensure regular and investment expenditures; have a working headquarters or a plan to allocate land to build headquarters and necessary equipment to serve operations.
Regarding the above proposal, Dak Lak Provincial People's Committee will submit to the Standing Committee of the Provincial People's Committee Party Committee to report to the Standing Committee of the Provincial Party Committee for consideration and decision.
After having a unified policy, the Provincial People's Committee will direct relevant agencies and units together with Boards A, B, C to develop a project to reorganize according to their authority.
