These facilities are located right in densely populated residential areas, so every time they operate and produce, smoke and dust fly into people's houses, causing pollution, along with a loud noise from machinery, making people extremely upset. At meetings with voters, people have repeatedly requested the relocation of the above facilities out of the city center to ensure hygiene and the environment.
Since 2016, the Provincial Party Committee, People's Council and People's Committee of Ninh Binh province have agreed on the policy of relocation of polluted facilities out of the city center. Ninh Binh Provincial People's Committee and related units have organized many conferences and repeatedly guided businesses to implement the direction of the Provincial Party Committee, People's Council and People's Committee of Ninh Binh Province on relocation of the above production facility out of the city center.
On April 29, speaking with a reporter from Lao Dong Newspaper, Mr. Chu Duc Long - Director of Ninh Binh Department of Construction said that, implementing the direction of Ninh Binh Provincial People's Committee, the Department of Construction is closely coordinating with relevant units to urgently develop a plan and plan to move these polluted facilities out of the city center.
For the location to move the production facility (concrete mixing station) of Xuan Thanh Group Joint Stock Company, at Le Thai To Street, Hoa Lu City will be moved to another location in Khanh Hai commune (Yen Khanh district, Ninh Binh). Currently, the People's Committee of Ninh Binh Province is assigning the Department of Agriculture and Environment to preside over and coordinate with relevant agencies and units to guide Xuan Thanh Group Joint Stock Company to carry out the procedures to approve the policy for the company to receive agricultural land use rights of households and individuals to implement the project.
At the same time, the People's Committee of Ninh Binh Province has also assigned the Department of Finance to lead and coordinate with the Department of Agriculture and Environment, the Department of Construction, the People's Committee of Yen Khanh District and other relevant agencies and units to guide Xuan Thanh Group Joint Stock Company to implement processes and procedures to implement the project in accordance with regulations.
For the location to move the production facility of Tien Dung Paper Co., Ltd, the People's Committee of Ninh Binh Province has assigned the Department of Construction to preside over and coordinate with the Management Board of the industrial parks of the province, the Department of Industry and Trade and the relevant units to review and advise the location plan in the industrial zones and clusters in the province to move the production facility of Tien Dung Paper Co., Ltd out of the central area of Hoa Lu city.
The People's Committee of Ninh Binh province also requested Tien Dung Paper Company Limited to proactively coordinate with the Department of Construction, the Provincial Industrial Park Management Board, and the Department of Industry and Trade to agree on the location for relocation of production facilities.
