Diversifying vocational training communication methods
According to the People's Committee of Quang Phu commune, through inspection and review, the number of poor households in the year has decreased from 121 to 109; the number of near-poor households has decreased from 395 to 322. The whole commune has 21 villages, hamlets, and hamlets. Of which, 7 villages and hamlets are ethnic minorities with special difficulties.
The team of village, hamlet, hamlet, village chief and prestigious people are all experienced, brave, close to the people, and knowledgeable about the customs and practices of the community.
Mr. Y Bien (residing in Quang Phu commune), over 40 years old, has four children and is a poor family. His main job is a hired gardener and a pond worker. His biggest wish is to receive vocational training support from the government to have more livelihoods and improve his life.

Mr. Y Bien shared: I have experience as a bricklayer, if I learn more about construction skills, I can improve my skills and apply to work at local businesses. In addition, I also hope to learn more about farming and animal husbandry because the village has a large area of land, suitable for developing the household economy and raising children to study".
In recent years, the need to innovate the labor structure to meet the needs of socio-economic development has posed many challenges for the locality. People's income mainly depends on agriculture and livestock farming, so promoting vocational training and improving labor skills becomes an important task.

Recognizing this, the People's Committee of Quang Phu commune has implemented many solutions to diversify communication activities on vocational training, helping people easily access information and orient appropriate careers.
The commune has increased propaganda so that people clearly understand the benefits of vocational training, because many traditional workers are still familiar with small-scale production and are not ready to change. When people participate in vocational training, the locality focuses on supporting job introduction, startups, production development; at the same time, supporting capital, credit and connecting consumption markets.
Mr. Y Cam, Deputy Head of the Department of Culture and Society of Quang Phu commune, said that in order to diversify communication, the team of grassroots cadres, prestigious people and organizations have " gone to every alley, knocked on every door" to directly advise the people.
"For households that are still hesitant or do not fully understand the benefits of vocational training, commune officials coordinate with training institutions to go to their homes to discuss, explain and grasp practical needs. This approach not only increases persuasion but also helps the commune develop a class opening plan suitable for each group of subjects" - Mr. Y Cam said.

Unlocking resources, spreading policies to the people
In November 2025, the National Assembly Office issued the conclusion of the National Assembly Standing Committee on the Summary Report of 5 years of implementing the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas for the period 2021-2030.
The National Assembly Standing Committee agreed on the policy of allowing the transfer of capital for the 2021-2025 period that has not been fully disbursed to 2026 for continued implementation.
Mr. Cao Ba Hoang, Vice Chairman of the People's Committee of Quang Phu commune, said: "Quang Phu commune will coordinate with the province's specialized agencies to review and allocate capital from national target programs, including socio-economic development programs for ethnic minority areas, new rural construction programs and sustainable poverty reduction programs".

According to Mr. Hoang, early planning and clearly identifying priority items such as: Vocational training, livelihood support, infrastructure upgrading... will help ensure that resources are mobilized and used for the right purposes, bringing practical results.
This is a suitable step in the context of national target programs being integrated.
In addition, for programs related to livelihoods, policy credit and preferential loans for poor households and near-poor households, the commune will balance and prioritize cases with practical needs, ensuring fairness, transparency and efficiency.

According to Mr. Hoang, the People's Committee of Quang Phu commune will continue to give high priority to the task of implementing, supervising and promoting the disbursement of policy capital. This is a decisive factor for the support and projects to truly come into life.
"Unlocking resources from national target programs is not only a financial issue but also contributes to creating a foundation for infrastructure, livelihoods and development investment for the commune to develop sustainably" - Mr. Hoang affirmed.
