In Resolution 60-NQ/TW 2025, the Central Executive Committee has approved a number of specific contents to continue implementing tasks and solutions to improve and improve the efficiency, effectiveness and efficiency of the organizational apparatus of the political system.
In particular, regarding the organization of the local government apparatus at 2 levels:
- Agree on the policy of organizing local government at 2 levels: Provincial level (province, centrally run city), commune level (commune, ward, special zone under province, city);
The operation of district-level administrative units will end from July 1, 2025 after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the 2025 Law on Organization of Local Government (amended) take effect.
- Agreeing the number of provincial administrative units after the merger is 34 provinces and cities (28 provinces and 6 cities directly under the Central Government); The name and political - administrative center of the provincial administrative unit after arranging are determined according to the principles mentioned in the report and scheme of the Government Party Committee.
- Agree to merge commune-level administrative units to ensure the whole country reduces about 60-70% of the number of commune-level administrative units compared to the present.
Thus, the organization of the two-level local government apparatus no longer has towns under the district level.
According to the draft Law on Organization of Local Government (amended), administrative units and organizations of local government in administrative units from July 1, 2025 are as follows:
(1) Central provinces and cities (collectively referred to as provincial level);
(2) Administrative units under the provincial level include: communes, wards, special zones on islands (collectively referred to as grassroots);
(3) Special administrative - economic unit established by the National Assembly.
- Special areas in islands specified in Point (2) established by the National Assembly Standing Committee in accordance with population size, natural area, geographical conditions, population, requirements for socio-economic development, and ensuring national defense and security.
