Dien Bien province plans to reduce 565 villages, hamlets, and residential groups

Dien Bien - According to the plan to arrange and merge villages, hamlets, and residential groups, the whole province is expected to reduce 565 units.

According to the plan, the whole province is expected to reduce 565 focal points (reducing rate over 39.07%), bringing the total number of villages, hamlets, and residential groups from 1,446 to 881. Many localities have a high rate of focal point reduction such as Muong Phang commune (60%), Muong Thanh ward (57%) or Thanh An commune (54%).

Dien Bien currently has 4,239 non-specialized personnel operating in villages, hamlets, and residential groups. It is expected that after arrangement, the number of people to continue to be arranged to operate is 2,486 people; it is necessary to resolve regimes and policies for 1,753 redundant non-specialized officials.

As a border mountainous province, with a strongly divided terrain and many ethnic minorities living together, Dien Bien determined that the merger could not be carried out rigidly and mechanically.

In the process of developing the project, factors such as geographical location, population characteristics, customs and habits, and people's aspirations are particularly valued.

In Sin Thau commune (the westernmost point of the Fatherland), it is expected to merge 15 villages into 7 villages; keep the area of 6 villages unchanged. After arrangement, the commune will have 13 villages, a decrease of 8 villages compared to the current situation, the reduction rate reaches 38%. Each village is expected to arrange 3 positions of non-specialized personnel, including: Secretary of the Party Cell, Village Head and Head of the Village Fatherland Front Committee.

In Muong Nhe commune, there are currently 4,483 households, 23,588 people. Through review, 34/42 villages and residential groups do not meet the standards for household size.

In which, many villages have small population sizes, wide areas, and dispersed populations, causing difficulties in management, administration and organization of socio-economic development tasks at the grassroots level.

Muong Nhe commune is expected to arrange 20 villages and residential groups to establish 10 new villages and residential groups. In addition, the commune maintains 5 villages and residential groups that have met the standards for the scale of households; maintains 17 villages that do not meet the standards but have specific elements of border areas, ethnic minority areas, difficult traffic conditions, cultural, historical, national defense, and security factors.

According to the leader of Muong Nhe commune, currently the whole commune has 115 non-specialized workers. The arrangement will ensure publicity, transparency, and select people with prestige, capacity, and responsibility to continue to hold positions at the grassroots level, and at the same time fully resolve regimes and policies for cases of withdrawal from work.

To achieve high consensus, "skillful mass mobilization" work was implemented early by all levels of government. In Muong Lan commune, it has flexibly combined direct propaganda through loudspeakers, people's meetings and also on social network platforms. Thanks to that, people have understood and agreed with the policy of arranging and merging villages and hamlets.

Mr. Dao Duy Thach - Vice Chairman of Muong Lan Commune People's Committee - said: "Thanks to doing a good job of propaganda, from the existing 32 villages, the commune has developed a plan to rearrange 21 villages subject to merger, 11 villages remain unchanged, thereby gaining very high consensus from the people.

According to Mr. Nguyen Tien Dat - Director of Dien Bien Department of Home Affairs: "In the process of developing a plan to arrange villages, hamlets, and residential groups, the province especially values propaganda, mobilization and collecting people's opinions in a substantive way.

This is identified as a key factor, determining the success of the arrangement work. The arrangement needs to be aimed at improving management efficiency at the grassroots level, while creating favorable conditions for people's lives and production.
