Dien Bien establishes investigation team to investigate the cause of the cable break

Dien Bien has just established an investigation team with 9 members to determine and clarify the cause of the cable break in Thanh Yen commune, causing 4 people to fall into the river.

Mr. Le Thanh Do - Chairman of Dien Bien Provincial People's Committee has just signed a decision to establish an incident investigation team to assess the cause of the incident at Pa Xa Lao bridge, in Thanh Yen commune.

Accordingly, the investigation team consists of members from many departments, branches and sectors, to ensure that the appraisal process is carried out objectively. In which, Mr. Nguyen Minh Luong - Deputy Director of the Department of Construction is the team leader; Mr. Bui Quoc Vinh - Economic Security Department, Provincial Police is the deputy team leader.

The remaining members are leaders and experts from units such as: Construction Quality Inspection Center, specialized departments under the Department of Construction; Project Management and Land Fund Development Board of Region 2; Irrigation and Natural Disaster Prevention Department (Department of Agriculture and Environment); and representatives of the Economic Department of Thanh Yen and Sam Mon communes.

The main task of the team is to organize the implementation of the cause assessment and report to the Provincial People's Committee the implementation results according to regulations. The members of the incident investigation team worked part-time and dissolved themselves after completing their tasks.

On August 22, informing Lao Dong Newspaper, a representative of the Thanh Yen Commune People's Committee said that up to now, the health of the 3 more slightly injured victims has stabilized and have been discharged from the hospital.

In particular, the case of commune civil servant Mr. Le Xuan T being treated at Viet Duc Friendship Hospital is also out of danger and is continuing to be treated and recovered.

It is known that after the accident, Mr. T was the one who suffered the most injuries. After being taken to Dien Bien General Hospital for emergency treatment, on the evening of July 22, Mr. Le Xuan T was diagnosed with multiple injuries in critical condition and was transferred to Viet Duc Friendship Hospital for further treatment.

As reported by Lao Dong Newspaper, on the morning of July 22, Pa Xa Lao Bridge (pa Thom suspension bridge), Pa Xa Lao village, Thanh Yen commune, Dien Bien province suddenly had a cable broken, causing the entire bridge surface to overturn and become unable to circulate.

The accident injured a pickup truck carrying 3 people and a motorbike driver traveling across the bridge. Of these, 3 people were on a pickup truck and the vehicle fell into the river.

It is known that the identities of the victims include: Le Xuan T. (born in 1982) - an officer of the Economic Department of Thanh Yen commune; Tu Khoa T. (born in 1968); Vu Bao L. (born in 1991) and Lo Van T. (born in 1985 - a motorbike driver with minor injuries).

According to the reporter's research, Pa Thom suspension bridge was built in 2004 and has been maintained and repaired many times by the Economic and Infrastructure Department of Dien Bien district (old), most recently in 2024.

The suspension bridge is 84m long, 2m wide, with a designed load of 2 tons, this is a vital traffic route, serving the daily travel needs of people in Pung Bon, Pa Thom, Huoi Moi and Pa Xa Lao villages in Thanh Yen commune.
