Special "children"
On August 21, Dien Bien Provincial Police held a ceremony to receive 12 students from 6 northern Lao provinces and 28 children in the "Adopted children of Dien Bien Police" program with especially difficult circumstances.
Accordingly, the children were adopted as children and grandchildren of well-off families, who needed to be transformed and educated in key areas of security and order in the two border districts of Muong Nhe and Nam Po (old).

At the reception, the leader of Dien Bien Provincial Police said that to ensure the best conditions for parenting and studying, the provincial police will arrange 20 children (12 Lao students and 8 children in difficult circumstances) to live at the old Criminal Techniques Department headquarters (PC09). This place has been spaciously renovated into a boarding house with 15 rooms in amenities, classrooms, kitchen, entertainment area...
Regarding studying, 12 Lao students will attend a reserve class of Vietnamese at the Provincial Vocational Education - Continuing Education Center. After that, they will study with 8 other " adopted children" at Hermann Gmeiner Primary and Secondary School in SOS Children's Village Dien Bien Phu.

The remaining 20 children will be transferred to Muong Nhe Commune Police and Na Hy Commune Police, each unit will receive 10 children. The students were arranged to stay at the old district police guest house. And study at the Boarding Secondary School for Ethnic Minorities in Na Hy and Muong Nhe communes.
At the reception, student Set A Phon-Sa Tit Xay (10 years old, U Dom Xay province, Laos) - said: "I feel very happy to be studying in Vietnam. I thank the Dien Bien Provincial Police for giving me a place to eat, a place to live and send me to school.

Behind each child is a story of an unfortunate life, lacking love and development opportunities. The fact that Dien Bien Provincial Police extended their arms to welcome the children is not only a material help, but also an act of sowing seeds of faith and lighting up hope for a bright future.

Mr. Vu A Bang - Vice Chairman of Dien Bien Provincial People's Committee said that this is a profound humanitarian program, vividly demonstrating the special relationship between Vietnam and Laos, and is a testament to the spirit of "serving the people" of the Public Security force.
"The two programs to support student development in the Northern Lao provinces and the Dien Bien Police's adopted children, although different in subjects, are united in goals. That is to nurture talents, nurture preschools, and at the same time contribute to maintaining border security... Mr. Bang emphasized.
In particular, the sponsorship of education for children from grade 6 to the completion of the College and University program clearly demonstrates a long-term commitment, not temporary support but sustainable investment for the future.
Colonel Bun Pheng Lo Ni Chan - Deputy Director of U Dom Xay Provincial Police - expressed his confidence: "We would like to send the 12 children to Dien Bien Provincial Police, I hope you will pay attention to and teach them like your children in the house, so that they become knowledgeable people, contributing to building their homeland".

According to Colonel Vu Van Dau - Director of Dien Bien Provincial Police, the entire budget of the program comes from the joint contributions of police officers and soldiers and socialized sources. The Provincial Police also pledged to coordinate comprehensively to manage, nurture and educate the children in the best way, striving for 100% of them to complete the training program.
