Dien Bien - To promptly remove difficulties and problems arising when implementing the two-level local government, the Department of Home Affairs has conducted many inspections in the communes.

On September 10, a working group of the Department of Home Affairs of Dien Bien province led by Mr. Nguyen Tien Dat - Director of the Department inspected Muong Ang and Bung Lao communes. Accompanying him was Mr. Pham Trung Giang - Deputy Head of the Department of Non-Governmental Organizations (a civil servant strengthened by the Ministry of Home Affairs for Dien Bien province).

The working group directly inspected the facilities, equipment, and working conditions of cadres and civil servants of the specialized departments under the commune, especially the facilities, equipment, and operation of the Public Administration Service Center.

Working with the working group, leaders of Muong Ang and Bung Lao communes both said that the implementation of local governments at both levels has been carried out synchronously and methodically.

Communes proactively arrange and assign facilities, working conditions and organize the apparatus. Up to now, the difficulties have been basically overcome to operate smoothly and effectively.

In particular, communes focus and prioritize resources to ensure the implementation of tasks to handle administrative procedures and work related to people and organizations. To date, the communes have received nearly 4,000 records, of which 100% of records have been resolved on time.

At the meeting, Mr. Pham Trung Giang - Deputy Head of the Department of Non-Governmental Organizations (Ministry of Home Affairs) and leaders of specialized departments under the Department of Home Affairs discussed many contents on issues that are still difficult and problematic. Especially issues on regimes and policies for cadres working in communes.

In particular, the shortage of civil servants in specialized positions; the establishment of specific associations at the grassroots level; adding the number of deputy heads to specialized agencies or arranging job positions suitable to the capacity and expertise of cadres and civil servants were also thoroughly discussed.

Mr. Nguyen Tien Dat - Director of the Department of Home Affairs of Dien Bien province especially noted the need for commune leaders to closely follow the grassroots, grasp and promptly resolve people's recommendations and proposals.

At the same time, it is recommended that communes pay attention to arranging and arranging scientific staff, the right people, the right jobs; fully and completely implement the regime for cadres, civil servants, public employees and non-professional workers on leave...

For recommendations and proposals under the functions and tasks of the Department of Home Affairs, Mr. Nguyen Tien Dat directly answered, guided and oriented the resolution right at the working session.

The remaining contents are assigned to the professional department to synthesize and advise the Department Director to respond in writing and advise the Provincial People's Committee to seek opinions or recommend competent authorities.
