The Quang Binh Health Education and Communication Center project was invested with 49.3 billion VND and built since 2017 but has not been completed yet.
On December 24, information from the People's Council of Quang Binh province said that the Quang Binh Province Health Education and Communication Center Project, invested by the Department of Health, has just passed a resolution to adjust the investment policy.
The project's implementation time has been adjusted from 2022 to 2025. Along with that, the structure of central budget support capital (Health - Population Target Program) and provincial budget capital has been adjusted.
The reason for the adjustment given by the People's Council of Quang Binh province is that during the project implementation process, due to objective and subjective reasons, the project was implemented slowly and did not meet the disbursement schedule, so the Central Government had to recover the capital. Therefore, it is necessary to supplement the provincial budget and adjust the project implementation time so that the investor has a basis to complete the project, ensuring the approved project objectives and effectiveness.
As reported by Lao Dong Newspaper, the Quang Binh Province Health Education and Communication Center project was approved by the Quang Binh Provincial People's Committee on October 30, 2015. The project is located in Dong Phu Ward, Dong Hoi City.
Scale and construction capacity of the main building of 5 floors, arranging enough working space and professional operations for the center's staff and auxiliary items; started construction in 2017 but has not yet been completed and put into use.
The Department of Health is the investor, Hung Dung Construction and Trading Company Limited is the project consultant. The Quang Binh Province Civil and Industrial Construction Investment Project Management Board is the project manager.
The total investment is 49.3 billion VND from the central budget and provincial budget. The implementation period is from 2016-2020, then extended to 2022. And from 2022 until now, the above project is still "shelved", unable to come into operation.
