On March 5, according to Lao Dong's source, the People's Committee of Lang Son province issued a document agreeing to supplement the construction volume and adjust the implementation time of the project to renovate and upgrade National Highway 4B (section Km3+700 to Km18+00) in the province.
According to the plan, the project will add a road section connecting National Highway 4B to Na Pinh spillway (Cao Loc district), with a length of about 340m. The road surface is 5.0m wide, constructed with cement concrete on the foundation layer of crushed stone.
The total implementation cost is about 1.65 billion VND, drawn from the project's contingency cost. The site clearance work for the connecting road will be carried out by the People's Committee of Cao Loc district using the district's funding.
In addition, the overall progress of the project will be extended to June 30, 2025.

Na Pinh affair across the Ky Cung River was started on May 22, 2024, connecting Na Pinh village (Tan Lien commune) and Co Luong village (Gia Cat commune, Cao Loc district). The project has been completed and put into use, serving the travel needs of the people right during the Lunar New Year.
The total investment for this project is 4 billion VND, using the district budget and socialized sources. Notably, teachers, staff and parents of Hoang Mai Star Primary, Secondary and High School (under Dong Do Hanoi Education Joint Stock Company) have donated and sponsored 1.5 billion VND.
According to the design, the project has a total length of 224m, including a culvert combined with a 64m long, 5.5m wide underpass, with a reinforced concrete structure. The approach roads on both sides of the underground head are 160m long, the roadbed is 4m wide, the cement concrete road surface is 3m wide.
Before the Na Pinh tunnel was built, people in Na Pinh and Co Luong villages had many difficulties in traveling.

Mr. Hoang Van Nghinh (62 years old, Na Pinh village) emotionally shared: "Previously, we built a temporary bamboo bridge but it was washed away every flood season. At one point, people even took advantage of the railway line to build a temporary bridge, but the bridge was too narrow, just enough for a motorbike to pass".
Chairman of Tan Lien Commune People's Committee, Mr. Hoang Van Khanh, also emphasized that the Na Pinh underpass project has been the desire of hundreds of households in the commune for many years. Having a road connecting National Highway 4B to the underground waterway across the Ky Cung River will help people travel more conveniently, while promoting trade and developing the local economy.
The project to renovate and upgrade National Highway 4B and build a road connecting to Na pinh underpass is expected to bring a new look to the area, contributing to improving people's lives and developing the socio-economy in Cao Loc district, Lang Son province.
The National Highway 4B Upgrade and Renovation Project, section Km3+700 - Km18, has a total investment of more than VND 988 billion from the central budget supported with the target period 2016-2020 and the period 2021-2025. This project is invested by the Lang Son Provincial Investment and Construction Project Management Board, and has been implemented since 2020.
