Accelerate the implementation of social housing
Providing information on the implementation of social housing projects in Quang Ngai province, Mr. Mai Van Ha - Deputy Director of Quang Ngai Department of Construction said that currently a number of social housing projects in the province have been and are expected to be implemented in the near future, including: Hoang Thanh Residential Area Project, Dak Cam ward, including 4 blocks of houses (48 houses per block). Currently, 48 houses of block 1 have been handed over; the rough construction of 48 houses of block 2 is underway; and the remaining 2 blocks will continue to be implemented for use (96 houses).

HUD Phu My Social Housing Project in Phu My Urban Area with a scale of about 296 apartments. The project started construction on December 16, 2025, and is expected to hand over apartments in 2027.
Trade Union Social Housing Project with about 603 apartments. Project implementation time from 2025 - 2028. Project expected to start on May 19, 2026.
The social housing project belongs to the Trade Union Facilities Area in Tho Phong commune with a scale of about 1,209 apartments. The project is expected to start construction on May 19, 2026.
Regarding the proposal for the location of land for the Provincial Police to invest in building houses for the people's armed forces in land area C1 (area 16,868m2) belonging to the Infrastructure Project outside the fence of Pham Van Dong University (area C), the total number of social housing apartments is expected to be about 675 units, which has been agreed upon by the Provincial People's Committee.
The social housing development location in Binh Son commune has a land use area of about 20.9ha, with an expected scale of about 6,000 apartments. The Department of Construction has advised the Provincial People's Committee to issue a decision on disclosing information about the social housing project in Binh Son commune as a basis for selecting investors to implement the project.
Conditions for renting, renting-purchasing, and buying social housing
Regarding the conditions for renting, renting-purchasing, and buying social housing, Mr. Mai Van Ha - Deputy Director of Quang Ngai Department of Construction said that low-income people (who are eligible for social housing support policies specified in Clause 5, Article 78 of the Housing Law) and workers (who are eligible for social housing support policies specified in Clause 6, Article 78 of the Housing Law).
For cases of renting social housing: Having documents proving the subject to be eligible for social housing support policies (according to form No. 01a in the Appendix issued with Circular No. 32/2025/TT-BXD dated November 10, 2025 of the Ministry of Construction), not meeting housing and income conditions.
For cases of renting and buying social housing: Have documents proving the subject to be eligible for social housing support policies (the subject specified in Clause 5, Clause 6, Article 78 of the Housing Law shall be implemented according to form No. 01a in Appendix issued with Circular No. 32/2025/TT Appendix issued with Circular No. 08/2026/TT-BXD dated February 15, 2026 of the Ministry of Construction).
Meeting sufficient housing conditions and income conditions as prescribed in Clause 1, Article 78 of the Housing Law: Not having housing owned by themselves in the province or centrally-run city where the social housing construction investment project is located.
Have not been able to buy or rent-purchase social housing, have not been entitled to housing support policies in any form in the province or centrally-run city where there is a social housing construction investment project, or have housing owned by themselves in the province or centrally-run city where there is a social housing project but the average housing area per capita is lower than the minimum housing area.
Regarding contacting to rent and buy social housing, implementation procedures: The order and procedures for renting and renting-purchasing social housing invested by the State with public investment capital are implemented according to the provisions of Article 37 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government.
The order and procedures for selling, leasing, and leasing social housing invested in construction according to projects and without using public investment capital, trade union financial sources are implemented according to Article 38 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government (amended in Article 34 of Decree 54/2026/ND-CP dated February 9, 2026 of the Government).
