Investigation and clarification of violations of EBC Dong Nai Medical Factory Joint Stock Company
On May 23, Chairman of Dong Nai Provincial People's Committee Vo Tan Duc signed an urgent document assigning the Department of Health to preside over and coordinate with the Department of Industry and Trade, the Provincial Police and relevant agencies and units to inspect compliance with legal regulations on cosmetic management in the production, trading, advertising, and trading of fake, poor quality cosmetics and strictly handle EBC Dong Nai Medical Factory Joint Stock Company according to the provisions of law.
The Chairman of Dong Nai Provincial People's Committee requested the above units to report the results of inspections and handling of the suspension of circulation, recall and destruction of substandard cosmetics on May 25, 2025; at the same time, publicize the results of handling violations on mass media so that people know and prevent them.
The Chairman of the Provincial People's Committee also requested the Department of Health to coordinate with relevant units to strengthen inspection and post-inspection of EBC Dong Nai Medical Factory Joint Stock Company and cosmetic production and trading establishments in the province; promptly detect, prevent, prevent violations, handle violations, and recall poor quality products circulating on the market.
The Chairman of the Provincial People's Committee assigned Dong Nai Provincial Police to direct the police of units and localities to investigate and clarify the violations of EBC Dong Nai Medical Factory Joint Stock Company, and strictly handle them according to the provisions of law.
The Provincial Chairman also requested the Provincial Police to direct the Police of communes, wards and towns to strengthen the grasp of the situation, detect, prevent and promptly handle the acts of producing and trading fake and poor quality food and cosmetics.
The Chairman of the People's Committee of Dong Nai province also requested the People's Committees of districts and cities to strengthen inspection and supervision of health food and cosmetic businesses in the area. In particular, the People's Committee of Trang Bom district coordinated with the Department of Health and related units to strengthen inspection and supervision of EBC Dong Nai Medical Factory Joint Stock Company.
The Department of Health pointed out 3 violations of hair conditioner and sunscreen products
Previously, on May 22, the provincial Department of Health sent a document to the Provincial People's Committee and the Ministry of Health requesting administrative sanctions, recall and destroy of 2 batches of Hanayuki Shampoo and Hanayuki Sunscreen Body cosmetics.
The Department of Health determined 3 related violations including:
Producing cosmetics with formulas that are not in accordance with the cosmetic product declaration dossier (con preservatives 2- Phenxyethanol not included in the ingredients on the label);
Producing cosmetics that do not meet quality standards (hanayuki Sunscreen Body products have a sun protection index SPF of 2.4 lower than the sun protection index stated on the label (SPF 50) and the product Hanayuki Shampoo product that does not meet the quality requirements for infection limitation targets according to ASEAN harmonization regulations);
Cosmetic trading companies have product information records (PIF) but are not complete according to the provisions of law (lack of product label samples).
VB Group Trading and Service Company Limited in Ho Chi Minh City (with Mr. Nguyen Quoc Vu as legal representative) signed a contract with EBC Dong Nai Medical Factory Joint Stock Company (Giang Dien Industrial Park, Giang Dien Commune, Trang Bom District) to produce cosmetic products.
On May 16, 2025, the Department of Drug Administration - Ministry of Health requested the Ho Chi Minh City Department of Health and the Dong Nai Department of Health to recall the Hanayuki Sunscreen Body - a 1- type 100-ted box manufactured by EBC Dong Nai Medical Factory Joint Stock Company; VB Group Trading and Service Company Limited is responsible for bringing the product to the market, which is believed to be related to Mr. Nguyen Quoc Vu, husband of singer Doan Di Bang.
In addition, the Chairman of the Dong Nai Provincial People's Committee assigned relevant departments and branches to urgently coordinate with the Provincial Police to inspect and handle the advertisement of Nestle Vietnam Co., Ltd. for the product "Nestle Milo Barley Milk Supplement". Report the inspection results on May 23.
