Previously, on the evening of January 23, at Vietnam Solid Waste Treatment Company Limited (VWS) in the Da Phuoc Solid Waste Treatment Complex (Binh Chanh District), there was an incident where workers stopped working collectively due to not being paid their salaries and Tet bonuses.
This incident forced Da Phuoc landfill to temporarily stop receiving waste from 7 p.m. the same day, leading to the risk of waste congestion in many areas.
On January 24, after the Department of Natural Resources and Environment reported on the situation of the incident and proposed a solution, the same evening the Ho Chi Minh City People's Committee directed the Department of Natural Resources and Environment to send a document requesting VWS Company to explain the incident of workers stopping work on January 23 (a similar situation also occurred at this company in April 2023).
If VWS Company has a written commitment not to let the above situation recur, the Department of Natural Resources and Environment will be responsible for coordinating the volume of domestic waste in the city to the Da Phuoc Solid Waste Treatment Complex, Landfill No. 3 (Tay Bac Waste Treatment Complex, Cu Chi District) and existing waste treatment plants.
In case VWS Company stops receiving and processing waste, the Ho Chi Minh City People's Committee assigns the Department of Natural Resources and Environment to preside over and coordinate with the Thu Duc City People's Committee and districts to transfer the volume of waste from Da Phuoc landfill to landfill No. 3 at the Northwest Waste Treatment Complex. This is an area managed by the City Urban Environment Company Limited (CITENCO).
The Ho Chi Minh City People's Committee approved CITENCO to put landfill No. 3 into operation, aiming to receive and process about 2,000 - 6,000 tons of domestic solid waste per day for Ho Chi Minh City.
At the same time, CITENCO deploys contingency solutions to receive additional waste at landfills No. 1, 1A and No. 2 in emergency situations to ensure waste security for the City.
The Department of Transport of Ho Chi Minh City is considering organizing traffic for all vehicles transporting domestic solid waste, allowing 24/7 circulation to collect and transport waste throughout the city. The Department is also coordinating with the People's Committee of Thu Duc City and districts to adjust the route for transporting waste to landfill No. 3, ensuring traffic safety and compliance with regulations.
The Department of Transport urgently inspects, reinforces and maintains routes, including Provincial Road 8 (from Cu Chi overpass to the Northwest Waste Treatment Complex) and routes in the Northwest Waste Treatment Complex if necessary.
Ho Chi Minh City Police are required to support traffic flow, giving priority to vehicles transporting domestic solid waste to circulate 24/7, ensuring the transportation of waste to treatment facilities at the Northwest Waste Treatment Complex, avoiding waste congestion.
