Recently, Lao Dong Newspaper published an article "Life is turned upside down due to dust from Phuc Khanh sand mine in Lao Cai" reflecting the daily situation of people in Tong Vuong village, Phuc Khanh commune, whose daily activities are turned upside down due to the foggy road caused by uncovered sand trucks of 89 Construction - Trade - Service Company Limited running back and forth along National Highway 70.
In early April 2025, according to the reporter's records on National Highway 70, Dong Vuong village, the mining area is located next to the Chay River - on the mine there are many machines operating vigorously with large trucks bustling in and out to transport sand.
This seriously affects the daily lives of many households living along the road and near the mine. On rainy days, the road is muddy and thunderstormed, while on sunny days, the dust is everywhere.
Local people also expressed concern that sand excavators near the shore and operating in the evening will cause landslides, especially when the storm season is approaching (in September 2024, in Phuc Khanh commune, flash floods occurred, causing many casualties).
Mr. Lo Van Dan (Tong Vuong village, Phuc Khanh commune) was upset: "In the past, sand trucks of this enterprise operated very vigorously, causing people to often have to live in dusty smoke. After the press reported, the authorities came here to work, so this situation has decreased a lot, especially the tractor-trailers coming out of the mine have covered them tightly."
"Previously, this enterprise did not install a weighing station, so there was a situation where vehicles extended the sides and carried overload, causing spills onto the road, affecting people," Mr. Dan added.
Head of the Department of Agriculture and Environment of Bao Yen District - Trinh Tien Duat said: "After receiving the feedback from Lao Dong Newspaper, the district has sent a document to Team 2 of the Traffic Police Department - Lao Cai Provincial Police to coordinate in checking the issue of weight and environment".
"We will closely monitor the weighting of vehicle loads before leaving the mine and exploiting within the licensed mine boundary," Mr. Trinh Tien Duat informed.
Meanwhile, according to the Party Secretary of Phuc Khanh Commune - Ms. Vu Thi Tu, the interdisciplinary delegation visited the locality to work and inspect the sand mining and transportation of 89 Construction, Trade and Service Company Limited.
Representatives of the Department of Agriculture and Environment and the People's Committee of Bao Yen district also made a record, requiring sand mining enterprises to spray water to remove dust, not to affect local residents.
Regarding the reflection on sand mining enterprises after 5:00 p.m. (according to the license, the mining time is from 7:00 a.m. to 5:00 p.m.), Ms. Vu Thi Tu said that the local government has reminded enterprises to operate in accordance with regulations as well as handle dust so as not to affect people.
89 Construction, Trade and Service Company Limited is licensed to exploit on an area of 4 hectares, for a period of 8.5 years on the Chay River in Tong Vuong Village, Phuc Khanh Commune; Village 6 Thau, Xuan Thuong Commune and Ben Coc Village, Viet Tien Commune, Bao Yen District, Lao Cai Province.
