On October 29, news from the Ha Tinh Department of Finance said that in the 2023-2025 period, the plan to arrange administrative units of Ha Tinh province is to expand the administrative boundaries of Ha Tinh city on the basis of merging the entire natural area and population size of 11 communes of Thach Ha district, 2 communes of Cam Xuyen district, and 1 commune of Loc Ha district.
Implement the integration of the entire natural area and population size of 11 communes and towns of Loc Ha district, including: Loc Ha town, Thinh Loc commune, Tan Loc commune, Hong Loc commune, Ich Hau commune, Phu Luu commune, Thach My commune, Mai Phu commune, Binh An commune, Thach Kim commune and Thach Chau commune into the remaining natural area and population of Thach Ha district.
Thus, one district will be reduced, Loc Ha district.
For the commune level, the total number of commune-level administrative units implementing the arrangement plan for the 2023-2025 period is 23 communes and wards.
After the reorganization of district-level administrative units in Ha Tinh, it is expected that there will be a surplus of 7 houses and land facilities as headquarters of district-level agencies and units in Loc Ha district.
For the arrangement of commune-level administrative units, the number of redundant headquarters that need to be resolved is 9 headquarters.
Also according to the Ha Tinh Department of Finance, based on the tasks assigned by the Ha Tinh Provincial People's Committee, the People's Committees of districts, towns and cities have proactively compiled the number of houses and land facilities subject to arrangement and handling due to the arrangement of administrative units in the period of 2023-2025 and proposed handling plans for each specific case.
Currently, the Ha Tinh Department of Finance is in the process of coordinating with the Departments of Natural Resources and Environment, Construction and related localities to agree on a plan to handle surplus houses, land and headquarters after the merger to include in the administrative unit arrangement project for the period 2023-2025 of Ha Tinh province to submit to competent authorities for approval.
For surplus headquarters, auctions or leases will be organized according to current regulations.
Need to arrange 229 people
With the plan to arrange administrative units at district and commune levels of Ha Tinh province in the period of 2023 - 2025, according to the Department of Home Affairs of Ha Tinh, after reducing Loc Ha district, the total number of civil servants to be arranged and processed is 57 people; the total number of officials to be arranged and processed after reducing Loc Ha district is 47 people.
The total number of cadres, civil servants, and part-time workers at the commune level that must be arranged and processed by 2029 after the administrative unit arrangement in the 2023 - 2025 period is 125 people, including: 64 cadres, 45 civil servants, and 16 part-time workers.
Also according to the Ha Tinh Department of Home Affairs, for the surplus district-level civil servants and public employees, the planned arrangement and handling plan includes: retirement at the right age, early retirement, transfer to another unit and implementation of other plans.
For commune-level cadres and civil servants, the number of redundant cadres and civil servants will be reviewed, evaluated, and classified to implement solutions according to the following options: Retirement under the social insurance regime; implement the policy of streamlining the payroll according to central and provincial regulations.
Carry out transfers and arrangements from the planned communes to communes lacking staff within the same district; accept them as civil servants at the provincial and district levels (if they meet the standards, conditions, and suitability for the job position); carry out transfers to other positions; carry out transfers to non-professional positions at the commune level.
