429 redundant district and commune level officials and civil servants after merger
Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee said that after completing the arrangement of district and commune-level administrative units in Ninh Binh province, there are 429 redundant civil servants and employees, including 60 district-level civil servants and 369 commune-level civil servants.
Mr. Ngoc said that for the 60 redundant district-level civil servants, public employees and employees (still on the payroll) after completing the arrangement of administrative units, the Provincial People's Committee plans to arrange work at agencies and units in the political system in the province.
For 369 commune-level civil servants, public employees and part-time workers, the Ninh Binh Provincial People's Committee has developed a plan and roadmap to completely resolve these people from 2024 to 2029.
Support level for redundant staff after merger
According to Resolution No. 09/2024/NQ-HDND dated July 10, 2024 of the People's Council of Ninh Binh province, stipulating support policies for cadres, civil servants, public employees, and workers of agencies, organizations, and units at the district level and commune-level cadres, civil servants, and non-professional workers at the commune level, in villages, and residential groups who are redundant due to the rearrangement of district- and commune-level administrative units in Ninh Binh province.
The subjects of application are cadres, civil servants, public employees, and workers (signing contracts according to Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government on contracts for certain types of work in administrative agencies and public service units) who are redundant in agencies, organizations, and units at the district level due to the arrangement of administrative units at the district level; cadres, civil servants at the commune level, and non-professional workers at the commune level who are redundant due to the arrangement of administrative units at the commune level; non-professional workers in villages and residential groups who are redundant due to the arrangement of villages and residential groups when arranging administrative units at the commune level.
In addition to enjoying policies according to Government regulations, the above subjects, when retiring within 5 years from the effective date of the Resolution of the National Assembly Standing Committee on the arrangement for each administrative unit, will also receive one-time support according to Resolution No. 09/2024/NQ-HDND dated July 10, 2024 of the Ninh Binh Provincial People's Council.
If retiring before the age prescribed by the Government, redundant cadres will be supported with 3 months of average salary for each year of early retirement.
In case of ceasing to hold a position, quitting a job or retiring until reaching retirement age according to Government regulations or terminating a contract in an administrative agency or public service unit signed under Decree No. 111/2022/ND-CP, 12 months of current salary will be supported.
The level of support for non-professional workers at the commune level, in villages and residential groups who are redundant and retire due to the reorganization of commune-level administrative units, each year of work is supported by 1/2 of the monthly allowance according to current regulations of the positions held. In case the non-professional worker retires, if the support amount received is lower than 1.0 times the basic salary, the support is equal to 1.0 times the basic salary.
