According to information from Vietnam Electricity Group, Vinasarcom (PCTT&TKCN) of the group has issued telegram No. 4702/CD-EVN to member units on emergency response to storm No. 3 Wipha.
The Corporation requires units to proactively monitor and grasp the weather on mass media; fully implement the "4 on-site" motto (On-site Command; On-site forces; On-site vehicles and supplies; On-site logistics); inspect and reinforce power grid systems, transformer stations, warehouses, operating equipment... The Northern Power Corporation has directed member power companies to strictly implement the telegrams of the Ministry of Industry and Trade and EVN on responding to storm Wipha.
Accordingly, in Thanh Hoa, Thanh Hoa Power Company has made a list of officers and employees on duty from 7:00 a.m. on July 22, 2025 until the storm subsided. At the same time, organize inspection teams in Bim Son - Ha Trung, Hau Loc, Nga Son, Hoang Hoa communes... The company also arranges all means, supplies, and vehicles on duty 24/24 hours; coordinate with the Irrigation Works Exploitation Company to inspect and prepare for power supply to large flood prevention pumping stations, key points of the situation.
In Quang Ninh, on the afternoon of July 20, the Steering Committee for Disaster Prevention and Control of Quang Ninh Power Company held an online meeting with 12 locations, thoroughly instructing staff to strictly implement safety procedures when working in storms. Regional power management teams and high-voltage power grid factories in Quang Ninh organize the resettlement of shifts for 110kV transformer stations without manned shifts when required; be on duty to handle power grid incidents in remote areas at risk of being cut off by landslides and flash floods. The company also coordinated with the government and people in pruning trees, clearing the route corridor and widely promoting electrical safety during the rainy and stormy season...
Hai Phong Power Company has been implementing all aspects of proactive response to storm No. 3. The highest goal is to focus on ensuring safe power supply for 114 communes, wards and 2 special zones. Before this year's storm season, the company has completed the 2025 PCTT & TKCN Command Board with 13 members, 1 working group and re-established 30 PCTT & TKCN subcommittees at affiliated units.
Regarding materials, the company currently has 4 generators with a capacity of over 30kW and 31 generators from 5-7kW ready to supply power to priority loads when required.
The construction site of the 500kV Lao Cai - Vinh Yen transmission line is in a "combat" situation
According to the forecast, the area for implementing the 500kV Lao Cai - Vinh Yen transmission line project will be in the area affected by storm No. 3 Wipha.
Mr. Do Quang Khai - Deputy Director of Power Project Management Board 1 (EVNPMB1), Director of the Project Management Board - said that since July 18, EVNPMB1 has issued a document requesting all contractors and project construction forces to immediately deploy the response plan to storm No. 3.
Currently, 100% of the staff of the Project Management Board have been mobilized and on duty at the construction site according to the "4 on-site" motto. Natural disaster prevention plans have been activated and deployed simultaneously at locations on the construction site. In particular, contractors are the key force to implement PCTT tasks according to the direction of EVNPMB1. For supervision consulting units, EVNPMB1 also has clear requirements. Regular inspections and urging contractors to seriously implement disaster prevention measures must be carried out. At the same time, directly send people to be on duty with the construction force to coordinate in responding to the storm" - Mr. Do Quang Khai informed.
Maintaining progress, ensuring safety of Lao Cai 500kV project
To proactively respond to the developments of storm No. 3, all contractors and construction forces of the 500kV Lao Cai - Vinh Yen transmission line project have been mobilized and on duty according to the "4 on-site" motto.
At the location of VT140 pole, Lam Thuong commune (Lao Cai), project manager Le Van Du said that the pole was erected on the top of the hill, nearly 2km from the foot of the hill. After heavy rain, the road was slippery, making it impossible for vehicles to move. Workers and engineers have to walk, carrying each meter of cable and iron bar to the top to ensure construction progress.
Mr. Van Minh Tam (construction unit) also shared: The work here is extremely difficult due to the complex terrain, hills, and large slopes. Here, it is mainly mud and clay, just rain and the road will immediately become muddy and slippery.
Mr. Tam confided that every time he hears a rain forecast, everyone is anxious and restless. "Just one day's rain will result in a 2-3 day of stopping construction because the road is muddy and unsafe," said Mr. Tam.
