From 0:30 on July 22, in Co To special zone, there will be strong winds, level 9, gusting to level 11, light rain, rough seas but the tide will decrease.
From 9:00 p.m. on July 21, the entire Co To special area had a power outage. The authorities deployed backup generators at key locations such as health stations, People's Committees and evacuation points. Local authorities have advised people to stay calm, not leaving their homes at night and before the storm spreads.
The fishermen have come ashore, leaving no one to stay on the boat, ensuring everyone is safe. Backup plans for logistics, evacuation of people, and rescue have also been fully prepared, ready to respond to any possible situations when storm No. 3 makes landfall.
According to Co To Secretary Le Ngoc Han, the situation on Co To island is still normal. The government and functional forces maintain a strict on-duty regime, ensuring timely and effective handling in all situations, determined to protect the safety of the people.
To proactively respond to storm No. 3, from the night of July 21 to this morning, forces in Quang Ninh province continue to maintain synchronous solutions, stay on duty all night, and implement the 3 before and 4 on-site motto to ensure safety for people and minimize damage.

Meanwhile, to ensure the safety of the people, since last night, the authorities have set up barriers, prohibiting motorbikes and rudimentary vehicles from crossing Bai Chay bridge.
This bridge is about 50m high and crosses Cua Luc Bay, so it is very dangerous for motorbikes and rudimentary vehicles to pass.
To serve people who need to travel, the Department of Construction of Quang Ninh province has arranged trucks to pick up and drop off motorbikes for free across the bridge. The Traffic Police force also arranged enough troops at both sides of the bridge to control and divert vehicles, not allowing motorbikes and rudimentary vehicles to cross the bridge.

According to the forecast, at 4:00 a.m. on July 22, the center of storm No. 3 was at about 20.5°N; 107.2°E, about 140km from Quang Ninh, 70km from Hai Phong, about 80km from Hung Yen, about 100km from Ninh Binh. The strongest wind near the storm center is level 9-10 (75-102km/h), gusting to level 13. The storm is moving in a West-Southwest direction at a speed of 15km/h.
