The People's Committee of Ha Tinh province requested the Department of Finance to preside over and coordinate with the Working Group on arranging and handling surplus public headquarters and assets, focusing on reviewing, updating, and synthesizing complete data on houses, land, and other surplus public assets, unused or ineffectively used or used for the wrong purpose.
Based on the review results, promptly develop specific solutions and plans to ensure effectiveness and prevent waste and loss of state assets.
Agencies, organizations, units and enterprises shall proactively coordinate with the Department of Finance to review and speed up the handling of surplus houses, land and other public assets that are unused, ineffectively used or used for improper purposes according to the plan approved by competent authorities.
For houses and land that are subject to recovery according to the provisions of the law on land, the natural resources and environment agency is responsible for submitting to the People's Committee of the same level for a decision on recovery for handling in accordance with the provisions of the Land Law, not implementing the rearrangement and handling procedures according to the regulations on management and use of public assets; not allowing the situation of shirking responsibility or avoiding responsibility leading to slow handling of public houses and land, causing waste and loss.
The People's Committee of Ha Tinh province assigned the Department of Natural Resources and Environment to issue a guiding document to agencies, organizations, units, and enterprises before February 10, 2025 to promptly review houses and land facilities subject to recovery according to the provisions of the law on land to handle them in accordance with the provisions of the Land Law.
Based on the guidance of the Department of Natural Resources and Environment, agencies, organizations, units and enterprises shall proactively review housing and land facilities that are eligible for revocation in accordance with the provisions of the law on land, and report the review results to the Department of Natural Resources and Environment before February 28, 2025 for review and consultation with competent authorities to carry out revocation procedures in accordance with regulations.
The Department of Finance shall preside over and coordinate with relevant agencies and units to advise the Provincial People's Committee to provide opinions on the plan to rearrange and handle houses and land of centrally managed units and proactively propose to handle houses and land of centrally managed units that are in surplus, unused, used ineffectively or used for the wrong purpose to speed up the progress of rearranging and handling houses and land.
Assign Directors, heads of provincial departments, branches, sectors, organizations, units, enterprises, Chairmen of People's Committees of districts, cities, towns... to be responsible for implementing the arrangement and handling of surplus houses, land, and public assets.
