On May 19, Dong Nai City People's Committee just issued a decision on the maximum valuation for domestic solid waste collection, transportation and treatment services applied to investors and establishments providing domestic solid waste collection, transportation, and treatment services in the area.
For domestic solid waste collection and transportation services:
According to the above decision, the manual collection of domestic waste from households and individuals to collection points, the maximum price applied with a collection frequency of 1 day/time is nearly 471,000 VND/km.
For mechanical collection from households to receiving facilities, the maximum price in urban areas, with an average distance from 15km to under 20km, is more than 239,000 VND/ton.
The transportation price of garbage from collection points or transshipment stations to receiving and processing facilities is up to nearly 300,000 VND/ton for distances from 15km to under 20km.
In case rural, mountainous, and highland areas have steep terrain and the average distance changes, the transportation unit price will be adjusted according to the following coefficients: labor costs; machinery and equipment; fuel consumption; labor tools.
For domestic solid waste treatment services:
The decision also adjusts the unit price for domestic waste treatment according to treatment technology.
Accordingly, treatment by the method of producing compost organic humus is more than 583,000 VND/ton, treatment by combustion method without energy recovery is more than 519,000 VND/ton.
These prices already include the costs of excavation, transportation and burying of ash and slag, but do not include value-added tax and other taxes as prescribed.
The City People's Committee assigned the People's Committees of communes and wards to organize implementation in accordance with the actual conditions of each locality, ensuring that it does not exceed the maximum price promulgated, and at the same time using the budget economically and effectively, avoiding waste.
The decision takes effect from May 19, 2026.
According to environmental service units, the issuance of this new decision will remove difficulties in finalizing waste treatment costs; create a legal basis for localities and environmental enterprises to deploy synchronous and stable collection, transportation and treatment of domestic solid waste; solve bottlenecks in bidding and improve the efficiency of domestic waste management and treatment.
