Dong Nai commits to budget capital for the construction of the Ho Chi Minh City Ring Road 4 expressway

On April 29, the 27th session (special session) of the 10th Dong Nai Provincial People's Council voted to approve 11 resolutions. In particular, the Provincial People's Council passed a resolution on committing local budget capital to participate in the implementation of the Ring Road 4 - Ho Chi Minh City Expressway Construction Investment Project.

At the meeting, Mr. Thai Bao - Chairman of Dong Nai People's Council asked the provincial People's Committee to have a specific plan and solution on the plan of mobilizing and allocating capital for the project in the medium -term public investment plan for the period of 2026-2030 to report to the provincial People's Council for consideration, while ensuring timely balancing and allocating the provincial budget capital to implement the project on schedule, while ensuring the capital for other projects, the provincial People's Council has been prioritized by the provincial People's Council.

At the same time, urgently direct relevant units and localities to immediately start preparing and preparing resettlement areas early and remotely; urgently have specific plans, clearly identify the origin of land and issues related to land; promptly establish, appraise and approve compensation, support and resettlement plans, create consensus among the people in implementing the project immediately after the National Assembly approves the investment policy.

The Ring Road 4 - Ho Chi Minh City Construction Investment Project has a total length of nearly 160 km, passing through 5 provinces and cities including Ba Ria - Vung Tau, Dong Nai, Binh Duong, Long An and Ho Chi Minh City, with investment in a scale of 4 complete expressway lanes.

In particular, the Ring Road 4 - Ho Chi Minh City project through Dong Nai province has a total length of 46 km, including 2 component projects: Component project 1-2 (land clearance and construction of residential access roads) and Component project 2-2 (construction of Ring Road 4 - Ho Chi Minh City in Dong Nai province, including Thu Bien bridge).

The project is invested under the PPP method, BOT contract type, the project's land use demand is more than 482 hectares. The project implementation progress is to complete compensation, support and resettlement in 2026 and start construction in the first and second quarters of 2026, completing the project in 2028.
