On March 26, the Long An Provincial Electronic Information Portal reported that at the 23rd session (2nd thematic session in 2025), the People's Council of Long An province, term X, agreed on the project implementation policy and committed to ensuring the balance of local budget capital for the Ho Chi Minh City Ring Road 4 project, the section passing through Long An province.
Ho Chi Minh City Ring Road 4 is an important national project, invested under the public-private partnership (PPP) method. The project has a total length of about 159.31km, passing through Ba Ria - Vung Tau (18.23km), Dong Nai (46.08km), Ho Chi Minh City (16.7km), Long An (78.3km, including 3.8km through Nha Be district, Ho Chi Minh City). The project is expected to be completed and put into operation before 2030.
The section through Long An province is divided into 4 component projects with a total investment of about VND68,715 billion. Of which, the investment capital from the central budget is 31.013.26 billion VND, the Long An provincial budget is 10,000.05 billion VND, the Ho Chi Minh City budget is 1,767.88 billion VND, and the investor is 25,934.34 billion VND.
Long An will balance and allocate from the provincial budget to implement component projects 1-4, component projects 2-4, and component projects 2-5 in Long An province to ensure the project implementation progress with a capital of VND 10,000.05 billion. Of which, in 2025, 200 billion VND will be allocated, the remaining 9,800 billion VND will be allocated in the medium-term public investment capital plan for the period 2026 - 2028 and from increased revenue sources (average annual allocation of 3,266 billion VND).
The Ho Chi Minh City Ring Road 4 project will contribute to connecting economic centers, economic zones, key industrial zones, and satellite cities of Ho Chi Minh City with the key economic region in the South to maximize the effectiveness of the advantages of the provinces, link and improve the effectiveness of the exploitation of expressway routes and national highways that have been and are being implemented to promote the effectiveness of these routes; promote the role, potential, strengths and share functions, support mutual development between Ho Chi Minh City and neighboring provinces as a major economic and cultural center city...
At the same time, it creates a strategic traffic axis connecting the Southeast region with the Southwest and Central Highlands, thereby promoting the movement of goods from industrial parks, urban areas to seaports, Long Thanh International Airport and vice versa; connecting urban areas and industrial parks in the region, creating regional linkages, developing the socio-economic development of the key economic region in the South. Reduce regional traffic pressure for urban center areas. Contributing to the formation of industrial, urban, service and logistics belts along Ho Chi Minh City Ring Road 4 to develop urban, industrial areas, service centers on the basis of exploiting new development space, creating an effective inter-sectoral and inter-local linkage chain.
In addition, it will create new development space to exploit the potential of land resources and take advantage of areas favorable for urban development that need to supplement the population to contribute to population regulation for the inner city area and effective land use, creating capital to invest in infrastructure and economic development.
