On April 28, the 3rd (thematic) session of the 11th Dong Nai Provincial People's Council, term 2026 - 2031, approved the submission of the Draft Resolution on investment policy for the project to invest in the construction of a connecting road from Ma Da bridge to Ring Road 4 of Ho Chi Minh City.
The project is about 44.5 km long, including 2 sections.
Section 1, from Ma Da bridge to Ba Hao intersection (intersection with DT 761) is about 13 km long (section through Dong Nai Nature and Culture Reserve), building an elevated bridge 6-8m high, including 8 lanes.
Section 2, from Ba Hao intersection to Ring Road 4 HCMC, is about 31.5 km long (including the intersection with Ring Road 4), building a road connecting to section 1 including 8 lanes.

The expected land use demand is about 213.6 ha. Of which Tri An commune is about 190.28 ha, Tan An commune is about 23.32 ha. Construction time from 2026 - 2028; the type of PPP project contract is Construction - Transfer (BT) contract, paid from the state budget capital.
Preliminary total investment of the project is about 28,800 billion VND, divided into 2 component projects. Component project 1 - Investment in construction of the section from Ma Da bridge to Ba Hao intersection, in the form of public-private partnership. Component project 2 - Investment in construction of the section from Ba Hao intersection to Ring Road 4 HCMC, in the form of public investment.

According to the Provincial People's Committee, the DT. 753 traffic axis connecting DT. 761 (North-South 1 axis plan) is an important domestic and foreign route of Dong Nai province, not only directly connecting from North Dong Nai to South Dong Nai, but this route will shorten the journey from the Central Highlands provinces to Long Thanh International Airport (Long Thanh airport), Cai Mep - Thi Vai deep-water port cluster.
The investment project to build a connecting road from Ma Da bridge to Ring Road 4 of Ho Chi Minh City is very important and necessary, forming a vital traffic route, directly connecting administrative units in the North and South of Dong Nai province, meeting the needs of traffic and transportation of goods and agricultural products from the Central Highlands, North Dong Nai to Long Thanh airport and Cai Mep - Thi Vai port, serving the needs of socio-economic development, national defense and security of Dong Nai province as well as the Central Highlands and key economic region in the South.

Currently, travel from Binh Phuoc ward to Tran Bien ward through existing roads such as DT. 741, Dong Phu - Binh Duong road, DH. 502, and DT. 746 has a total length of about 86.6 km. These roads are small and narrow in scale, densely populated, with potential risks of traffic congestion and traffic unsafety. The average travel time is from 2 to 2.5 hours.
The investment project to build a connecting road from Ma Da bridge to Ring Road 4 - Ho Chi Minh City connecting with the project to upgrade and expand DT. 753 and the Ma Da bridge construction project will shorten the distance by about 13km, reducing travel time to 1-1.5 hours.
