Urgently estimate the investment project to upgrade and expand Bui Van Hoa road. Advise the Provincial People's Committee to report to the Provincial Party Committee and People's Committee on the implementation progress before March 28, 2026.
Bui Van Hoa street has the beginning of the route intersecting with National Highway 1 (Tam Hiep tunnel), the end point of the route is the roundabout intersecting with Vo Nguyen Giap street.
This is a key road connecting the old Bien Hoa city urban area (now Tran Bien, Long Binh, Long Hung wards). At the same time, it connects from National Highway 51, Vo Nguyen Giap road, Bien Hoa - Vung Tau expressway to Hanoi Highway, thereby reducing pressure and traffic congestion in the Vung Tau intersection area, contributing to completing the main traffic network connecting to Long Thanh airport.
However, Bui Van Hoa street currently only has a road surface width of 12-15 m, a large traffic volume, and traffic jams and congestion often occur, especially during peak hours.
Along this route connects many industrial parks such as Bien Hoa 2 Industrial Park, Loteco Long Binh Industrial Park...

In May 2025, the Department of Construction said that Dong Nai province is inviting investors for the project to upgrade and expand Bui Van Hoa road, with a scale of 10 lanes, about 5.56 km long. The project has a total investment of 8.552 billion VND, in the form of public-private partnership (PPP).
After being implemented and put into operation, the project will solve traffic congestion, improve the service capacity of the central urban transport system, ensure traffic safety and technical infrastructure. At the same time, it will contribute to improving the landscape and urban space for Tran Bien, Long Binh, and Long Hung wards.
