On January 25, Dong Nai Provincial People's Committee just issued an official dispatch requesting the Provincial Construction Investment Project Management Board to preside over and coordinate with the Department of Finance, Department of Construction and related units to urgently complete the approval of the investment project, bidding to select investors to implement the Huong Lo 2 road project (section from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay expressway), striving to organize the groundbreaking ceremony of the project in February 2026.
Previously, on November 10, 2025, the People's Council of Dong Nai province issued a Resolution on investment policy for the construction of Huong Lo 2 road project, the section from National Highway 51 to the Ho Chi Minh City - Long Thanh - Dau Giay expressway.
The project is about 15.5 km long, with a planned road boundary of 60 m divided into 3 sections.
Section 1 from National Highway 51 to An Hoa 2 bridge is about 1.98 km long; Section 2 from An Hoa 2 bridge to Vam Cai Sut bridge is about 6.2 km long; Section 3 from Vam Cai Sut bridge to Ho Chi Minh City - Long Thanh - Dau Giay expressway, about 7.5 km long.
The expected construction time is from 2025-2028, the project passes through Tam Phuoc ward, Long Hung ward and An Phuoc commune of Dong Nai province (land use demand is 55.33 ha).
Expected type of PPP project contract: Construction - transfer (BT) contract, preliminary total investment of the project is about 5,888.85 billion VND.

The Huong Lo 2 construction investment project is gradually completing the transportation system according to Dong Nai province's plan, creating a Dong Nai riverside road to promote the development of modern riverside megacities, creating conditions for socio-economic development of the province, sharing traffic flow and reducing traffic pressure for National Highway 51.
