The project to upgrade and expand Ba Trieu street - one of the key traffic routes in the center of Hue City - has resumed construction after a period of stagnation. However, the overall progress has not yet met expectations.
According to the latest report of the Project Management Board for Construction Investment Area 1 sent to Hue City People's Committee, the biggest reason for the project delay is that there are still 44 cases that have not completed site handover, disrupting the entire construction line.

The Project Management Board said that the entire project has 185 affected households, including 92 households in Thuan Hoa ward and 93 households in Vy Da ward. To date, most compensation dossiers have been prepared and approved. However, there are still 44 cases that have not handed over land.
In which, in Thuan Hoa ward, there are still 35 households that have not handed over the site, and in Vy Da ward, there are still 9 households. The fact that the site is not continuous prevents the contractor from deploying it simultaneously on the entire route but must construct in short sections of about 200-300m to both ensure traffic and limit the impact on the business activities of people on both sides of the road.
According to the report, after more than three months of construction since April 7, 2026, the value of the completed volume only reached about 16.73% of the contract value.
The Project Management Board said that for locations with clean ground, the progress basically meets the plan. However, the overall progress of the entire project still depends greatly on site clearance work.
During the construction process, the construction unit also encountered many conflicts with existing technical infrastructure systems such as electricity, water supply, and telecommunications. Some locations experienced cable breaks and pipe bursts, causing the project to be temporarily suspended to coordinate with the management unit for handling, continuing to affect the progress.
The contractor is currently mobilizing 4 excavators and about 20 workers per day, and at the same time simultaneously deploying items of undergrounding electricity, installing communication systems, curbs, paving sidewalks and expanding roadbeds in the handed-over sections.
According to the plan, the sidewalk item will be completed in the third quarter of 2026, and the asphalt concrete pavement will be completed before December 30, 2026. The Project Management Board will coordinate with localities to remove obstacles in site clearance and strengthen the mobilization of households that have not complied. If the site is still not handed over, the unit will advise the Hue City People's Committee to enforce land recovery according to regulations.
