Adding 93 billion VND
The project of the road connecting National Highway 32 with Noi Bai - Lao Cai Expressway (IC15) was approved by the People's Committee of Yen Bai province (old) under Decision No. 3447/QD-UBND dated December 31, 2020 with a total investment of 420 billion VND.
On May 29, 2024, after being approved by the People's Committee of Yen Bai province for adjustment and supplementation, the total investment of the project was increased to nearly 547 billion VND (Decision No. 1013/QD-UBND).
By May 26, 2025, the project was further approved by the People's Committee of Yen Bai province to adjust and supplement VND93 billion (Decision No. 1104/QD-UBND), raising the total investment to nearly VND640 billion.
In the adjusted and supplemented value this time (93 billion VND), the cost of compensation, support, and resettlement is 1 billion VND; the construction cost is nearly 88 billion VND; the cost of construction investment consulting is more than 3.1 billion VND; the rest is project management costs, other costs, and contingency costs.
Of the total investment (nearly 640 billion VND), the cost of compensation, support, and resettlement is 64 billion VND; the construction cost is nearly 527 billion VND; the construction investment consulting cost is nearly 22 billion VND; the rest is project management costs, other costs, and contingency costs.
According to the investigation of Lao Dong Newspaper reporters at the National Bidding Network System, the Lao Cai Province No. 1 Construction Investment Project Management Board (currently the project investor) has just announced to invite bids for an additional construction package (including the above adjusted and additional value of VND93 billion).
That is Package No. 27: Construction of the road connecting National Highway 32 with the Noi Bai - Lao Cai Expressway (IC15) - Category: Handling locations affected by landslides on positive and negative slopes, damage to road surfaces, and vertical ditches caused by rain and storms.
Package No. 27 was widely bid online, priced at nearly 79 billion VND (estimated price of more than 83.3 billion VND) from the central budget, local budget and other legal capital sources. The implementation period of this package is 180 days.
Adjusted and supplemented construction scale
In the coming time, after the results of the approval of contractor selection approved by the investor, on the basis of the route being invested in construction, the construction unit will carry out additional and handling of locations affected by landslides on positive and negative slopes, locations damaged by road surfaces, vertical ditches, traffic safety systems and other damages on the entire route caused by rain and storms.
According to the project documents, there are up to 19 landslides on the route, the construction unit will take measures to handle the situation, temporarily to ensure traffic in front with a hop-off solution, combined with placing stone baskets to ensure traffic safety.
At the same time, they will continue to monitor landslides during construction and during exploitation and use to have stable and long-term design solutions.
Regarding the project, the project was initiated on January 9, 2022, the construction units include: Yen Bai Traffic Construction Joint Stock Company, Nam Phong Construction and Trading Investment Joint Stock Company; Tay Bac Infrastructure Investment and Development Joint Stock Company; Dong Tien Company Limited and a number of other units.
According to the design, the route is of a grade IV mountainous scale with a total length of 43.5km, connecting from the western districts to the eastern part of Yen Bai (old).
The project has a starting point at the intersection with National Highway 32 in Gia Hoi Commune, Van Chan District (now Gia Hoi Commune, Lao Cai Province) and an end point at the intersection with Provincial Road 166 in Dong An Commune, Van Yen District (now Dong Cuong Commune, Lao Cai Province).
The goal of this project is to upgrade infrastructure, gradually complete the transportation system of the two old districts of Yen Bai province, formerly Van Yen district and Van Chan district, create conditions for people to travel and trade goods, improve the material and spiritual life of people in the project area, promote socio-economic development and ensure security and national defense of the locality and the region.
