At the Conference on summarizing the work in the first 6 months of the year and deploying the work tasks for the last 6 months of 2025 of the Home Affairs sector held on July 25, Deputy Minister of Home Affairs Truong Hai Long suggested that in the coming time, the entire Home Affairs sector should focus on performing the tasks assigned in the Resolutions of the Central Committee, the National Assembly, the National Assembly Standing Committee and the directives of the Government and the Prime Minister.
In particular, the focus is on perfecting the institutions and legal policies of the Home Affairs sector; promoting reform of public services and civil servants, administrative reform and decentralization and delegation of authority in all tasks in the Home Affairs sector; enhancing autonomy of public service units and promoting the socialization of public services where there are sufficient conditions; effectively implementing policies for redundant cadres and civil servants after the reorganization, organization of the apparatus and implementation of local government at 2 levels.
Deputy Minister Truong Hai Long also outlined a number of key tasks to propose the local internal affairs sector to deploy and implement in the last 6 months of 2025.
Accordingly, the Deputy Minister requested the local internal affairs sector to advise the Party Committee and local authorities to effectively operate the two-level local government model; proactively report problems beyond their authority for timely resolution. Quickly and synchronously deploy database systems and management software, ensuring stability and continuity after the merger.
Strengthen communication work, create consensus among the people, and take people's satisfaction as a measure. Encourage and support cadres, civil servants and public employees to overcome initial difficulties in return to their workplace and workplace.
In particular, the Deputy Minister outlined the task of perfecting the organization and personnel, urgently advising on the arrangement of enough commune-level staff, adding to the missing leadership positions, especially the Secretary and Chairman of the People's Committee at the commune level, to be completed before the commune-level Party Congress. Organize training and fostering professional skills and technological skills for cadres and civil servants.
Strengthen discipline and administrative discipline, regularly inspect, supervise, and promptly correct signs of bureaucracy and lack of responsibility. Conduct the assessment and classification of cadres, civil servants and public employees in 2025 in a practical and effective manner.
Continue to promote administrative reform associated with public financial reform and innovation of local governance methods, ensuring that the implementation of administrative procedures does not depend on administrative boundaries within the provincial level, and does not let congestion or delays in handling administrative procedures and public services.
