Cun slope improvement project on National Highway 6 continues to lag behind schedule

Hoa Binh - The project to address traffic safety risks at Cun slope on National Highway 6 continues to be behind schedule and must request a second extension of the construction period.

The project to handle traffic safety risks at Cun slope (Km78+500-Km85+100) on National Highway 6 was approved by the Vietnam Road Administration (now the Vietnam Road Administration) with a total investment of 130 billion VND, with the Hoa Binh Department of Transport as the investor.

The project started in August 2023 and was expected to be completed in the first quarter of 2024. By the beginning of the second quarter of 2024, the implementation progress was not as planned, so the investor had to request an extension until September 30, 2024. However, the project continued to be behind schedule and was extended until April 2025.

On November 11, Lao Dong Newspaper reporters noted that at the project to handle traffic safety risks at Cun slope, there were only a few machines and workers working. In addition, many construction sites were still rough and unfinished, making it difficult for vehicles to move.

Mr. Nguyen Van Duong (35 years old, residing in Cao Phong district) shared that this project has been under construction since mid-2023, but is still unfinished. The construction process often causes traffic jams, especially during the time of blasting, making many people angry and upset.

According to Mr. Duong, the Cun slope area has a large volume of traffic, many blind spots, and limited visibility, and was once known as the slope of death. Residents and drivers are looking forward to the project being completed soon to ensure the safety of people and vehicles when passing through here.

The leader of the Hoa Binh Department of Transport confirmed that the Vietnam Road Administration has issued a document extending the contract implementation period for the Project to handle traffic safety risks on the Cun Slope section (Km78+420-Km85+100) on National Highway 6 (2nd time) until April 30, 2025.

The document stated that due to difficulties in site clearance, relocation of power lines, limited amount of explosives, time allowed for blasting in rock blasting and some volume arising from natural disasters during construction, the project's construction time could not be guaranteed as scheduled.

The project has completed 70% of the contract value, however, due to problems in site clearance in Hoa Binh City and Cao Phong District, the project has not been able to continue construction of the remaining volume.

According to the Vietnam Road Administration, on October 17, 2024, the People's Committee of Hoa Binh province held a meeting on the current status of compensation, support, resettlement and solutions to implement investment projects, especially key investment projects and public investment projects in Hoa Binh city.

Concluding the meeting, the Chairman of the People's Committee of Hoa Binh province directed the People's Committee of Hoa Binh city to complete compensation and resettlement support for the above project before November 30, 2024; the People's Committee of Cao Phong district mobilized households to immediately hand over the traffic land to the investor to start construction from the beginning of November 2024; the Department of Transport of Hoa Binh, based on the commitment to clear the land, reported to the Vietnam Road Administration to extend the project contract implementation period.

"Based on the commitment and request of the Hoa Binh Department of Transport to extend the contract implementation period for the project packages until April 30, 2025, the Vietnam Road Administration requests the Hoa Binh Department of Transport to direct contractors to increase human resources and construction equipment to promptly put the project into operation on the extended schedule," said the Vietnam Road Administration.
