The Quang Tien - Thinh Minh road construction project (phase 1) in Hoa Binh city started in October 2022 and is expected to be completed in 2025, with the Hoa Binh Provincial Traffic Construction Investment Project Management Board as the investor. The road has a total investment of 430 billion VND from the provincial budget, aiming to connect Quang Tien and Thinh Minh communes (Hoa Binh city), while creating economic development momentum for the area.
However, after more than 2 years of construction, the project is unlikely to be completed as planned, as only about 40% of the work has been completed. Construction items are still unfinished, and road progress is still facing many obstacles.
According to a report from the Hoa Binh Province Traffic Construction Investment Project Management Board, to date, the site clearance work has only been completed for about 6.2km out of the total length of 8.13km of the route. Although the recovery of 20.34ha of land has been completed, affecting 248 households, many stages such as counting and assessing compensation prices have not been completed for some households, especially for land plots related to rivers, streams, and forestry land.
One of the reasons for the slow progress of the project is the problem of land compensation.
According to Mr. Nguyen Minh Quang, a resident of Mo Ngo hamlet, Hop Thanh commune: “My family is affected by the project, but we have not yet received a satisfactory compensation decision. The land compensation price is unreasonable, there are plots of land for perennial crops, we feel that we have not been compensated properly”.
Despite the many difficulties that exist, the local people still expressed their hope that the project would be completed soon. Ms. Bui Thi Chien (a resident of Van Minh hamlet, Quang Tien commune) said that the current road is seriously degraded, especially during the rainy season, the muddy condition makes it very difficult for people to travel.
“We really hope this road will be completed soon. Currently, traveling is very difficult, especially for students and the elderly. The old road is degraded, dusty in the dry season, impassable in the rainy season,” Ms. Chien shared.
According to the reporter of Lao Dong Newspaper in early January 2025, the project is currently under construction, with many machines and equipment at the site. In the locations where the site has been cleared, the construction unit is quickly implementing the bridge, culvert and roadbed items, all of which are being urgently implemented to speed up the project's progress.
Faced with the project's stagnation, local people hope that the authorities will find solutions to remove difficulties and speed up construction progress so that the road can be completed on time.
A representative of the Project Management Board for Transport Construction in Hoa Binh province informed that contractors and investors are making efforts to resolve outstanding issues, especially in site clearance and handling of arising issues related to land.
The project has a total length of 8.13km, starting at the intersection with Hoa Lac - Hoa Binh route at Km17+500 in Quang Tien commune and ending at the intersection with DT.445 at Km11+820 in Thinh Minh commune. This project is expected to be a key traffic route, this project not only helps connect areas in the province but also promotes economic development, expands job opportunities and improves living conditions for people.
