120-180m wide road project in Hanoi: Communes do not have to organize coercion

Hanoi - Hoa Lac commune does not have to organize coercion because households have agreed to remedy land violations and hand over land for the Thang Long Avenue expressway project.

Hoa Lac Commune Cultural Center (Hanoi) on February 10th said that Hoa Lac Commune People's Committee has organized a conference to discuss and agree on a plan to handle cases of land violations and construction order violations under the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.

Based on clarifying the causes of the existence, Hoa Lac commune identified a consistent viewpoint: handling violations must be strict and in accordance with legal regulations, and at the same time pay attention to propaganda and mobilization, creating consensus among the people, ensuring harmony of interests of the State and people, and maintaining stability at the grassroots level.

The Commune People's Committee has directed specialized agencies to urgently complete legal documents, develop handling plans in accordance with regulations; and at the same time take propaganda, dialogue, and mobilization as key solutions, aiming for the goal that households voluntarily overcome the consequences, hand over land, and minimize the need to apply administrative coercive measures.

In the spirit of determination, in accordance with the law but taking propaganda and mobilization, creating consensus as the focus, immediately after reviewing and agreeing on the handling plan, the Commune People's Committee mobilized the entire political system to participate, directly meeting, dialoguing, and mobilizing households to clearly understand the State's guidelines and policies, the responsibility to comply with the law and the significance of the project for the overall development.

Thanks to drastic, methodical, and reasonable approaches, with the persistence and responsibility of the local government and the consensus and support of the people, land clearance work in the commune has had positive and clear changes.

By February 10, 100% of violating cases had voluntarily handed over the site, committing to remedy the consequences according to regulations. On that basis, the Commune People's Committee did not have to organize coercion according to the plan set out on February 11.

Starting from tomorrow morning (February 11), Hoa Lac Commune People's Committee will organize personnel and vehicles to support people to dismantle works and relocate assets to hand over the site to the investor to deploy project construction.

In October 2023, Hanoi started the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.

The project is about 6.7km long, with a cross-section of 120-180m, located in Hoa Lac and Yen Xuan communes.

The project has a total investment of 5, 249 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.

When completed, the road will contribute to completing the entire Hanoi - Hoa Binh expressway; developing and expanding Hanoi Capital to the West, meeting the increasing transportation demand; and being a driving force for the development of Hoa Lac satellite city and the Western satellite city chain.
