On February 8, Hoa Lac Commune People's Committee (Hanoi) had information on the progress of land acquisition and site clearance for the project to build the Thang Long Avenue expressway, section from National Highway 21 to Hanoi - Hoa Binh expressway in Hoa Lac commune (Thang Long Avenue expressway project).
According to reports, by 9:30 PM on February 7th, Hoa Lac commune had handed over the site, reaching a rate of 80.6% compared to the total recovered area and 68% of the total number of Thang Long Avenue expressway project plots.
The entire 605,564.1m2/688 plots have been counted, reaching 100%.
Implementation progress for the area of 261,545.8m2/500 land plots (Hoa Lac commune received from July 1, 2025). The locality has handed over 14.5ha of land (280 plots); unhanded over land: 11.6ha (220 plots).
As of 9:30 PM on February 7th, the commune has approved compensation plans for 73 plots/96,716.5m2, of which 48 plots/15,243.3m2 have been paid and handed over land; 25 plots/81,473.2m2 have been approved and are awaiting payment.
Currently, the locality is publicly announcing the draft compensation plan for 178 plots/57,204.1m2, is applying prices for 16 plots/3,775.58m2, confirming the origin of land 207 plots/89,611.71m2; working groups continue to complete dossiers for 26 plots/14,255.6m2.
Regarding the progress of land handover, as of 9:30 PM on February 7th, Hoa Lac commune has handed over 488,263.39m2/468 plots, reaching a rate of 80.6% compared to the total recovered area and 68% of the total number of plots; of which 223 cases handed over land first with an area of 124,931.29m2 and 9 cases of voluntary land donation of 4,430.5m2.
The area not yet handed over is 116,940.71m2/220 plots, accounting for 19.4%.
Along with the handover of land, Hoa Lac commune continues to mobilize households to proactively dismantle works, relocate assets on land, hand over clean land for the project; and proactively prepare temporary accommodation locations for households when needs arise, ensuring stable living and accelerating construction progress.
In October 2023, Hanoi started the investment project to build the Thang Long Avenue expressway, the section connecting National Highway 21 to the Hanoi - Hoa Binh expressway.
The project is about 6.7km long, with a cross-section of 120-180m, located in Hoa Lac and Yen Xuan communes.
The project has a total investment of 5, 249 billion VND, invested by the Hanoi Civil Engineering Construction Investment Project Management Board.
When completed, the road will contribute to completing the entire Hanoi - Hoa Binh expressway; developing and expanding Hanoi Capital to the West, meeting the increasing transportation demand; and being a driving force for the development of Hoa Lac satellite city and the Western satellite city chain.
