Project not yet handed over is damaged
Actual records show that at Km9+450 - Km9+900 (belonging to the Ho Chi Minh road project, bypassing the East of Buon Ma Thuot city), the road surface has many peeling spots. Some points have subsided, causing traffic insecurity...
It is worth mentioning that the Buon Ma Thuot City East Bypass Project with a total investment of 1,800 billion VND and a total length of 39.61 km is still under construction and has not been accepted and put into use. This project is invested by the Dak Lak Provincial Management Board of Traffic Construction Investment and Rural Development Projects (abbreviated as Dak Lak Project Management Board).
Regarding this project, at the end of November 2024, the Department of Construction Investment Management (Ministry of Transport) inspected the Ho Chi Minh Road project, the eastern bypass of Buon Ma Thuot City. Through the inspection, the authorities discovered that the section Km9+450 - Km9+900 was constructed by Saigon Construction and Trading Company Limited.
There are some damaged and peeling road surfaces here. The Department of Construction Investment Management (Ministry of Transport) requests relevant units to urgently organize inspection, review, and evaluate construction quality, determine the cause, and have solutions to ensure the quality of the project.
Mr. Dang Tho Dan - Head of Traffic Project Management Department (under Dak Lak Project Management Board) - said: "Given the damage at some locations at Km9+450 - Km9+900, we have invited the contractor to work. In fact, this route has not been completed, handed over, and put into use, but the traffic density is very high and this incident can still be fixed according to regulations. The contractor constructing the above road section is committed to completing it before December 31."
Commenting on the cause of the peeling and deterioration of the road surface, Mr. Nguyen Tai Minh - Deputy Director of Dak Lak Project Management Board - said: "Heavy-duty vehicles are circulating, carrying construction materials on the Khanh Hoa - Buon Ma Thuot expressway. Since then, damage has occurred in some locations. This is an objective reason, we will ask the contractor constructing the above road section to promptly fix the problem."

Accelerate disbursement of investment capital
At the end of November 2024, the Department of Construction Investment Management sent a report to the Ministry of Transport informing about the implementation status of the Ho Chi Minh Road project, the eastern bypass section of Buon Ma Thuot city, Dak Lak province.
The Department has requested the Dak Lak Provincial People's Committee to request the contractor to focus on human resources, equipment, and financial resources to speed up the construction progress and complete each item. Especially the bridges, culverts, and sections of the route that have sufficient land for implementation, ensuring the completion of the project on schedule.
The relevant parties urgently organize inspection, review, and assessment of the construction quality of the section Km9+450 - Km9+900, determine the cause and have solutions to ensure the quality of the project in accordance with the technical requirements of the project.
Investors, consultants and contractors are required to provide additional staff to quickly complete the payment acceptance procedures to speed up the capital disbursement process. This will help remove financial difficulties and obstacles for contractors and ensure the disbursement of the entire registered and allocated capital plan.
Regarding this issue, Mr. Nguyen Tai Minh - Deputy Director of Dak Lak Project Management Board informed that in 2024, the unit was allocated 406 billion VND to implement the project but so far only 140 billion VND has been disbursed, reaching 34.45%. The biggest problem that the investor is facing is mainly related to compensation and site clearance.
"In the coming time, we will focus resources, coordinate with relevant units, and resolve existing problems and difficulties. Thereby, we will soon disburse public investment capital, complete the project, and put it into use before the rainy season of 2025," Mr. Minh affirmed.
