1,800 billion VND traffic road damaged before handover

Dak Lak - The Buon Ma Thuot City East Bypass Project with a total investment of 1,800 billion VND has not yet been completed but many damaged and degraded locations have appeared.

On the morning of December 4, at Km9+450 - Km9+900 (belonging to the Ho Chi Minh road project, avoiding the East of Buon Ma Thuot city), reporters of Lao Dong Newspaper recorded many peeling spots on the road surface. Some spots have appeared to have subsidence, causing traffic safety problems.

Ms. Nguyen Thi Bich, a resident in this area, shared: "The traffic density on this road in recent months has been very high. Trucks, dump trucks... with large loads move at very fast speeds. At Km9+450 - Km9+900, which was recently constructed, there has been a state of deterioration and damage."

It is worth mentioning that the Buon Ma Thuot City East bypass project with a total investment of 1,800 billion VND and a total length of 39.61km is still under construction and has not been accepted and handed over for use.

Regarding this project, at the end of November 2024, the Department of Construction Investment Management (Ministry of Transport) inspected the actual Ho Chi Minh road project, avoiding the east of Buon Ma Thuot city.

Through inspection, the authorities discovered that on the section of route Km9+450 - Km9+900 constructed by the contractor Saigon Construction and Trading Company Limited, there were some damaged and peeling road surfaces.

Therefore, the Department of Construction Investment Management (Ministry of Transport) requested relevant units to urgently organize inspection, review, and evaluate construction quality, determine the cause and have solutions to ensure construction quality.

Error due to construction contractor

Faced with the above situation, the Ministry of Transport has requested the Dak Lak Provincial People's Committee to direct the Department of Transport to perform the tasks of a specialized agency in construction and inspection of compliance with regulations on quality management and safety in construction.

According to the Department of Construction Investment Management, there are still 1.7/39.61km of land that have not been handed over. Some sections of the route that have been handed over still have households that do not agree with the compensation plan, have not received money and are stuck with a high-voltage electricity pole.

The total value of the project's construction volume is estimated at about 580 billion VND (about 59% of the contract value), about 17% behind schedule.

In addition to the cause of slow site clearance, the Department of Construction Investment Management also determined that it was partly due to the subjective fault of the construction contractor.

The volume of work performed by Saigon Construction and Trading Company Limited on the remaining two packages is very large. However, the contractor's construction progress is very slow, making it difficult to complete (for the area where the site has been handed over) before December 31, 2024 according to the proposed timeline.

The remaining contractors can complete the contracted work (for the scope of available land) according to the extended schedule.

"An Nguyen Company Limited has a large amount of construction equipment and materials on the route, fast deployment speed, can accelerate progress and coordinate internally to support construction for other contractors if needed" - the Department of Construction Investment Management stated.

The Ho Chi Minh road project, the eastern bypass of Buon Ma Thuot city (Dak Lak province) is invested by the Dak Lak Province Management Board of Investment Projects for Construction of Transport Works and Rural Development.

Currently, the project still has 1km (from Km0+000 to Km1+000) that the contractor has not yet implemented due to site clearance problems. This process has led to the existing road being damaged, muddy, potholed during the rainy season... greatly affecting the travel and daily life of the people.
