Lack of fill, land clearance problems
Two major bottlenecks lack of roadbed and slow site clearance could cause the progress of the Coastal Road 129 completion project to be extended to 2026, although the project has been extended once until the end of 2025.
The project includes two component projects: (1) completing coastal road 129 ( Vo Chi Cong street); (2) the route connecting Vo Chi Cong street to Dong Que Son Industrial Park, connecting National Highway 14H and National Highway 1. The total investment is more than VND 2,056 billion, of which component project 1 accounts for VND 1,100 billion, component project 2 accounts for more than VND 956.7 billion.

Component 1 of route DT619, starting from the National Highway 40B intersection (old Tam Ky City) to the DT620 intersection (old Nui Thanh District), connecting the road to Chu Lai Airport, with a total length of about 26.5km.
To date, localities have handed over 22.5km of land (reaching 84.9%). The value of the construction volume reached 540.9/914.109 billion VND (59.17%).
The biggest bottleneck at present is slow land acquisition and a long loading and unloading cycle. According to engineer Le Van Tin, Deputy Commander of Package 2 - there are still more than 3km of site that have not been handed over, mainly the section through Tam Anh and Nui Thanh communes. The sections for treating weak soil that have just been handed over since February 2025 have been forced to be reloaded, waiting for subsidence for up to 565 days (about 19 months).
The section from km14+000 through Tam Anh has not yet completed the site clearance, and has to be relocated for 595 days. "It is impossible to complete the contract by December 2025," said Mr. Tin.
Expected completion time to be postponed to 2026
Mr. Nguyen Van Thuong - Director of the Quang Nam Traffic Construction Investment Project Management Board - said that the goal is still to open to traffic by the end of 2025, but some items are definitely extended to 2026 due to two sections, a total of 2.6km, having to wait for 565 days to sink.
More worryingly, there are still 4km that have not been handed over: the 1.12km section through Tam Xuan is stuck with agricultural land, public land and one household is allowed to clear houses and land; the 2.17km section through Tam Anh is stuck with 169 plots (6 households are allowed to clear houses and land); the 0.76km section through Nui Thanh commune is stuck with 54 plots (26 households are allowed to clear houses and land). There are cases of white clearance that have not been considered for resettlement; there are still 28 5% of land plots that have not been processed.

To remove obstacles, the investor recommended that the Da Nang City Land Fund Development Center direct the Branch of Area 11 to coordinate in providing land records, so that the People's Committees of communes can meet the conditions for compensation for 166 plots that have been discussed for origin. With 170 plots with specific and qualified land prices - of which 136 plots are listing plans - it is recommended to shorten the appraisal and approval time for payment; urgently establish and list plans for the remaining 34 plots. Localities where projects are being implemented actively mobilize people to agree and urgently hand over construction sites.

Regarding the problem of shortage of materials and fill soil in Nui Thanh, which forces contractors to buy from Quang Ngai, the volume is limited, directly affecting progress. Currently, some mines in the area have completed the auction steps, the winning bidder has submitted documents to determine reserves and explore... The investor recommended that the City People's Committee soon complete procedures and grant exploitation licenses to meet the demand for fill, promote construction and disbursement.
