The Ngoi Hoa - National Highway 6 road project has a total investment of 305 billion VND, of which the provincial budget is 295 billion VND, the district budget is 10 billion VND, with the Tan Lac District Land Fund Development and Investment Project Management Board as the investor representative, starting construction at the end of 2022, according to the plan to complete after 24 months. The total length of the entire route is 14.86km (1 main route and 1 branch route) designed according to the standards of a grade 4 mountainous road.
The starting point intersects with National Highway 6 at Km108+500, in Phong Phu commune; the ending point intersects with Provincial Road 435 at Km20+480, in Suoi Hoa commune. The roadbed is 7.5m, the road surface is 5.5m, the asphalt concrete road surface is 7cm thick.
In early December 2024, according to Lao Dong Newspaper reporters, this project is still in a state of disarray, with materials scattered everywhere, and no signs of construction along the entire route. It is easy to see that the project cannot be completed on time.
According to observations, many sewers are higher than the road surface, along with piles of rocks and soil dumped haphazardly on the road, causing traffic insecurity for people.
Mr. Nguyen Van Duy (52 years old, resident of Phong Phu commune, Tan Lac district) said that the road was dug up haphazardly, making it very difficult for people and students to travel. It was dusty in the sun and muddy in the rain.
Project behind schedule, over budget
According to information from the People's Committee of Hoa Binh province, after more than 2 years of construction, only 20.5% of the project's workload has been accepted. At the end of November 2024, the Standing Committee of the Hoa Binh Provincial Party Committee agreed to adjust the investment policy of the Ngoi Hoa Road - National Highway 6 project. Accordingly, the total estimated adjusted investment is 325 billion VND (an increase of 20 billion VND), of which the provincial budget is 307 billion VND, and the Tan Lac district budget is 18 billion VND.
Project implementation time is adjusted from 2021 to the end of 2025 (1 year longer than the original plan).
Regarding the reason for the need to adjust the investment policy, according to the People's Committee of Hoa Binh province, the increased costs were due to the process of measuring and mapping the land and regulations on support levels and compensation prices changing compared to the time of project establishment, other costs and contingency costs increased.
The project took a long time to carry out the procedures related to converting forest use purposes, land use purposes, and procedures for exploiting minerals for embankment materials; site clearance encountered many difficulties because people did not agree with the resettlement compensation unit price according to state regulations (mainly on land prices), leading to the propaganda and mobilization of people to agree with the site clearance plan taking a long time.

Mr. Dinh Duy Khai - Vice Chairman of Tan Lac District People's Committee - said that in the coming time, the district will coordinate with departments and branches to promote site clearance and urge contractors to ensure the project's progress.
