6 bidding packages meet progress
The investment project to build Ring Road 2 section Tan Vu - Hung Dao - Bui Vien road is one of Hai Phong's key traffic projects with a total investment of more than 8,593 billion VND, implemented in the period 2021-2028. According to the direction of the City People's Committee, the project strives to be completed and put into operation on April 30 and May 1, 2027.
According to the Hai Phong Transport Construction Investment Project Management Board, the project includes 6 construction packages. Package No. 19 to build Tan Vu intersection and the section to the beginning of the inter-ward road intersection has a contract value of nearly 292 billion VND. The implemented volume reached about 191 billion VND, equivalent to 65.5%.
Bidding package No. 20 for the construction of the section from the inter-ward road intersection to the Hai Thanh overpass intersection is worth more than 2,520 billion VND. Up to now, about 1,732 billion VND has been implemented, reaching 68.7% of the contract value. The Management Board assesses that the bidding package still closely follows the contract progress but is still slow compared to the project's required progress.
Package No. 21 constructing the section from the end of Hai Thanh overpass to the beginning of the Bui Vien overpass intersection is worth nearly 866 billion VND. Currently, the actual volume is about 186.3 billion VND, equivalent to 21.5%, the progress meets the requirements.
For package No. 22 to build the Bui Vien intersection, the contract value is more than 463 billion VND, the implemented volume reaches about 282.5 billion VND, equivalent to 63%, meeting the plan.
Package No. 23 for construction of technical infrastructure for the resettlement area is worth more than 141 billion VND, currently reaching about 45.77% of the volume. The Project Management Board said that the resettlement area on the right side of the route has basically been completed before July 1, 2026 to serve land allocation to people, and the entire resettlement area is expected to be completed before August 1, 2026.
Package No. 50, which is constructing the expansion of Nguyen Truong To - Bui Vien road from the National Highway 10 intersection to the Ring Road 2 intersection, was just started in March 2026. Up to now, the realized value has reached about 60.12 billion VND, equivalent to 4.8% of the contract value and is still assessed as meeting the progress.

Accelerate site clearance progress
According to the report of the Project Management Board, site clearance work in localities where projects pass through has achieved many positive results. Hai An, An Hai, and An Phong wards have basically completed site clearance work.
In Kien An ward, the construction area of Ring Road 2 is also basically completed with site clearance. In the area expanding Nguyen Truong To street and Bui Vien street, the total recovered area is more than 69,533 m2, of which agricultural land accounts for nearly 64,741 m2.
In An Duong ward, the project recovered more than 16,165 m2 of land, involving 80 households who had to recover land and about 60 households for resettlement. The locality is completing procedures to hand over the site to the Project Management Board.
Meanwhile, Hung Dao ward has just completed site clearance for agricultural land. The unhanded over sites include 100m of the right branch of Hai Thanh (land adjacent to the foot of the dyke); the section from Km5+800 to Km6+100 still has about 98 households that have not completed demolition for site handover; the section from Km6+700 to Km6+900, Hung Dao intersection area still has about 75 households that have not completed demolition. Some 5% land area at Km7+350 and Phuc Loc residential area have also not been demolished for handover.
According to the Project Management Board, the biggest difficulty currently is still site clearance in Hung Dao ward. In addition, the price of raw materials and construction fuel is increasing, and the supply of materials and skilled workers is scarce, affecting the construction progress.
To ensure progress, the Project Management Board proposes to consider adjusting prices for construction volumes from March 1, 2026 according to the direct compensation method. Regarding site clearance, An Duong Ward People's Committee will complete the handover of the site for the bypass road and people's underpass area before July 15, 2026. Hung Dao Ward People's Committee will continue to mobilize households that have received compensation money, continue to receive temporary shelter money, urgently demolish architectural works in the residential land area and carry out coercion for necessary cases to hand over the entire site before July 15, 2026.
