The Cao Bang Provincial Inspectorate has just announced the conclusion of the Southern Road Resettlement Area Project of the new urban area, Cao Bang City, pointing out a series of serious violations in land management, site clearance and project implementation.
The project was approved by the Provincial People's Committee in 2012 with a total investment of 283.6 billion VND, expected to be completed in 2015. However, after many adjustments, the project has not yet been completed.

According to the inspection conclusion, the People's Committee of Cao Bang City did not have any documents clearly proving the management of the 13.7 ha area of the project. Some areas have not completed site clearance and have not reclaimed all land according to the plan, leading to the accurate determination of the land area assigned for management.
In particular, the land adjacent to the market and Vo Nguyen Giap Street, which was planned as a green area, is currently being used as a parking lot, which is not in accordance with the planning.
The Inspectorate also discovered many shortcomings in the dossier for granting Land Use Rights Certificates (LURCs) to resettled households. Of the 17 inspected records, 14 records did not have the date or were without signature, 16 records did not have confirmation from the land officer and the People's Committee of Song Hien Ward, and 12 records did not have an administrative procedure control certificate.

Notably, a plot of land No. 14, row A2, was granted two Land Use Rights Certificates to the same individual, seriously violating the land management process.
Violations in many aspects
The project has undergone 5 planning adjustments, extending the implementation period from 2012 to 2024. The construction items are behind schedule, have not been completed and have not been handed over. Unstable capital sources lead to slow payment to contractors.
The Inspectorate also discovered errors in making estimates and separating the volume, leading to the estimate difference having to be reduced by more than 50 million VND and the incorrect payment of 72.4 million VND being recovered. For the road and drainage items, the estimated difference is up to 1.31 billion VND.
The responsibility belongs to the leaders of the City People's Committee, the Department of Natural Resources and Environment, the Land Registration Office, the Land Fund Development Center, the Construction Investment Management Board and the People's Committee of Song Hien Ward.
The Provincial Inspectorate recommended that the City People's Committee urgently review the land use situation, revoke the incorrectly granted Land Use Right Certificate, adjust the planning and complete site clearance. At the same time, the request to recover 72.4 million VND was incorrectly paid and the estimate was reduced by 1.31 billion VND due to errors in making the estimate.


The Cao Bang Resettlement Area Project has revealed many weaknesses in management, causing budget losses and affecting the rights of the people. The Provincial Inspectorate requested the People's Committee of Cao Bang City to correct violations, ensure progress and use a transparent budget, and at the same time review and handle the responsibilities of relevant groups and individuals.
The actual recording on March 11 by the reporter shows that the market in the Hien River area has now come into operation, and some locations for site clearance are still under construction. Some households have moved into the project.
Mr. Nong Van Dan (65 years old, a person who has moved to the resettlement area) said: "C moveing to live since 2022, at the end of 2024, we were informed that Song Hien market will be put into operation, the resettlement project said it would continue to work".
