Many times fined
The Suoi Voi Tourist Area Project is invested by Hoa Lu - Hue Investment, Trade and Service Company Limited (abbreviated as Hoa Lu - Hue Company) with a total initial investment of 1,020 billion VND on an area of about 51.79 hectares. This project is implemented in the Suoi Voi natural tourist area (in Loc Tien commune, Phu Loc district, Hue city). Before the investment policy of Suoi Voi tourist area, this stream was the source of livelihood for dozens of households in Loc Tien commune.
According to the project's policy, after completion, the project promises to be a high-class eco-tourism area, fully equipped with amenities including hotels, resort villas, restaurants, entertainment services and ancillary services.
Phase 1 of the project was granted a construction permit in December 2020, and the investor committed to putting it into operation from 2021, then adjusting it in the second quarter of 2023. However, apart from the leveled ground in some areas of the campus, the construction of an operator's house... the project is still "inactive".
On March 14, 2022, the Inspectorate of the Department of Planning and Investment of Thua Thien - Hue province (now Hue city) issued a decision to handle administrative violations against Hoa Lu - Hue Company due to the project's delay in progress, the company later paid a fine of 70 million VND. Hue also put the Suoi Voi Tourist Area project (Loc Tien commune, Phu Loc district) on the list of delayed projects requiring special supervision.
Next, in March 2024, the project continued to be delayed, with no signs of construction, so the Department of Planning and Investment issued a decision to impose an administrative fine of 70 million VND on Hoa Lu - Hue Company for violations in the field of planning and investment due to the project's slow progress.
Despite being fined many times and receiving many negative feedbacks from the people, by mid-January 2025, the Suoi Voi Tourist Area project invested by Hoa Lu - Hue Company was still "lying still".
Destroying natural streams
According to a reporter from Lao Dong Newspaper in mid-January 2025, the Suoi Voi Tourist Area project is currently surrounded by a corrugated iron fence and has only one entrance gate, with security guards always on duty. Through observation, there is no sign of workers or construction machinery. In particular, no construction works or items have been built yet.
After many years of being deserted, the stream became desolate, especially due to the impact of the project, the stream was regrettably "ruined".
About 11 years ago, some people in Loc Tien commune reclaimed the natural tourist area of Suoi Voi and put it into operation, attracting a large number of visitors. Therefore, Suoi Voi tourist area is the source of livelihood for dozens of households in this locality. When the project was built, it affected 108 households. Of which, 57 households were affected in terms of land, 25 households had their main business, 16 households had their secondary business, 1 household built a restaurant, and 7 households ran a motel.
According to the Management Board of Hue City Industrial Economic Zone, the unit recently sent an official dispatch to Hoa Lu - Hue Company to notify that it will carry out procedures to terminate the project, and at the same time transfer information to request the Department of Natural Resources and Environment to extend the land use for phases 1 and 2. Within 24 months, if the investor does not implement, the project will be revoked, without compensation for assets invested on the land.
The unit organized on-site work and made a record. After that, the investor was asked to contact the Department of Natural Resources and Environment to carry out procedures for extending the land use schedule; complete the documents to prove financial capacity as well as to consider adjusting the schedule (after the City People's Committee decided to extend the land use schedule). However, up to now, the investor has not yet carried out the procedures related to extending the land use schedule, leading to insufficient basis to consider adjusting the investment project.
On that basis, in case the company does not carry out the procedures to extend the land use progress, the board will coordinate with the Department of Natural Resources and Environment and the Department of Planning and Investment to carry out the procedures to reclaim land and terminate the project.
