Abolishing investment policies
On February 20, at the 22nd session (special session) of the 10th term, term 2021 - 2026, the People's Council of Da Nang City approved the proposal to cancel the investment policy of the 1,000-ton/day solid waste treatment plant project under the form of public-private partnership (PPP) previously proposed by the investor. According to the submission, the project's feasibility study report was not approved due to many factors not meeting requirements such as proposed area for the project, output of recycled and recalled products may not reach the project's target, inappropriate technology selection criteria, selected technology that does not fully meet requirements, failure to analyze technical risks and risk reduction plans, low total investment...
Despite abolishing the old investment policy, Da Nang still agreed to continue implementing the project of a solid waste treatment plant of 1,000 tons/day and night under the PPP (public-private partnership) form. At the same time, the competent state agency is assigned to prepare and submit for appraisal, report to the competent authority for consideration and approval of the investment policy (replacing the investor to propose the project investment policy as before).
The proposed content of the project for a new solid waste treatment plant of 1,000 tons/day and night has many changes compared to the content of the project proposed by the investor approved by the City People's Council for the project investment policy at the end of 2020. Changes in contract types, project area, technology, total investment, financial plans, capital structure, service price framework, investor assurance mechanism, revenue sharing mechanism, project implementation time (according to Article 17, PPP Law 2020).
Clarifying the responsibility for the delay of the project
Currently, at Khanh Son landfill, there are two waste treatment plant projects of 650 tons/day and night and 1,000 tons/day and night in Da Nang. However, only the project of 650 tons/day and night is being implemented.
As for the solid waste treatment plant project of 1,000 tons/day and night, it was formed in 2017, initially using ADB capital. In 2019, the Prime Minister made adjustments related to the list of works for PPP projects, including this list of projects. The project is implemented at Khanh Son solid waste treatment cooperative (Hoa Khanh Nam ward, Lien Chieu district) with a total estimated investment capital of more than 823 billion VND.
When completed, domestic waste will be treated by incineration method, after incineration, electricity, ash will be collected, and the furnace will leak to produce unburnt bricks. Organic fat is recycled to produce as organic fertilizer. Plastic waste is recycled into plastic granules...
Mr. Ngo Xuan Thang - Chairman of the People's Council of Da Nang City - said that at the end of 2024 session, the People's Council of Da Nang City reported the results of monitoring the implementation of policies and laws on practicing thrift and combating waste in the area. Of which, two waste treatment plant projects of 650 tons/day and night and 1,000 tons/day and night in Da Nang have been implemented for many years and many terms but are still stuck in place, affecting the classification and treatment of waste collection in the area; causing environmental pollution; affecting the policy of creating renewable energy sources to serve production and socio-economic development of the city.
According to Mr. Thang, regarding the delay of this project, the Standing Committee of the Da Nang City Party Committee has requested to clarify the responsibilities of organizations and individuals.
