In the health sector, maintain existing commune and ward health stations to meet the health care needs of local people. Based on the area and population of the new commune-level administrative unit, the City People's Committee can be reorganized into a public service unit under the Commune People's Committee to carry out the task of disease prevention and primary health care for local people.
For medical centers and general hospitals under the People's Committees at the district level, they will now be transferred to the Department of Health for management to arrange and organize the provision of services according to the inter-commune and ward areas.
Arrange and organize a public service unit under the People's Committee at the commune level to provide basic and essential public service to local people (providing public service in the fields of culture, sports, tourism, information, communication, agriculture, environment, etc.).
Rearrange and organize a public service unit with autonomous regular expenditure (project management board) under the People's Committee at the commune level to provide public service in the fields of construction, land fund development, site clearance, in the area.
For villages and residential groups, in the immediate future, the city keeps the existing village and residential group. After completing the arrangement of administrative units at all levels, based on the Government's guidance, the city will direct the study and determine the roadmap for arranging and reorganizing villages and residential groups in a streamlined direction, directly serving the lives of the community in the grassroots level.
In addition, Hanoi plans to consider and arrange non-professional workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups.

Districts, towns and cities will organize to collect public opinions (according to the instructions of the City People's Committee) before April 22.
Districts, towns and cities shall direct the organization of meetings of People's Councils at the commune and district levels to approve the Resolution approving the policy of arranging administrative units at the grassroots level, to be completed before April 26.
Based on the results of the people's opinion and the grassroots and district People's Councils; The Standing Committee of the City Party Committee, the Standing Committee of the City Party Committee and the City Party Executive Committee approved the policy before April 28.
The City People's Committee completes the dossier of the Project to submit to the City People's Council to issue a Resolution approving the policy of reorganizing commune-level administrative units on April 29.
