From manual management to "digital profiles" for infrastructure
Resolution No. 57-NQ/TW of the Politburo identifies science, technology, innovation and digital transformation as key development drivers. To concretize this orientation, Hanoi City has put the Traffic Infrastructure Management System on a digital map into operation.
With the increasing scale of transport infrastructure, Hanoi City is managing a series of roads, bridges, tunnels, lighting systems, green trees... The rapid increase in infrastructure assets reveals many limitations of the management method based on paper records and scattered data. In that context, digital transformation is identified as a requirement to improve the capacity to manage, operate and effectively exploit the capital's transport infrastructure system.
After nearly 2 years of preparation, the Hanoi Department of Construction officially put into operation the Traffic Infrastructure Management System on a digital map platform. The system builds a centralized database, in which each traffic project is associated with a "digital history", storing information about scale, current status, inspection, repair and maintenance.
Instead of handling each case based on individual data sources, management agencies can monitor the formation, exploitation and maintenance of works on a unified platform. Mr. Tran Huu Bao - Deputy Director of Hanoi Department of Construction - said that the system is built according to an open architecture, ready to integrate technologies such as artificial intelligence (AI), Internet of Things (IoT) and Digital Twin. Regular data updates, towards real-time updates, help management agencies have more basis to identify degradation risks, proactively build maintenance plans and use resources effectively.
According to Mr. Dam Quang Bao - Director of the Traffic Infrastructure Maintenance Department, system operating data must ensure the principle of "right, sufficient, clean, live". Information about the project needs to be updated after each inspection, repair, and maintenance period. This is an important condition to move from a management method based heavily on experience to a management based on standardized and continuously updated data.
New resources for smart city development
In the new phase, urban governance not only focuses on investing in building new projects but also must improve the efficiency of management, exploitation and maintenance of infrastructure assets that have been invested. Vice Chairman of Hanoi People's Committee Truong Viet Dung requested units to continue to improve the system towards data standardization, promote the application of AI and Digital Twin, and gradually form a shared data ecosystem. The goal is to improve the quality of information serving management, thereby supporting the decision-making process of state management agencies to be faster, more accurate and more transparent.
From a centralized data system, many problems in traffic infrastructure management can be solved more proactively. Specifically, preventing risks of project status data helps management agencies to identify early locations with signs of degradation, subsidence or potential safety risks to have handling plans. Optimizing resources, determining the level of degradation and maintenance needs of each project creates a basis for allocating funds in order of priority, limiting widespread investment and repair. At the same time, improve transparency. When data is standardized and updated on a unified platform, the synthesis, reporting and monitoring of the project management and maintenance process will reduce dependence on manual methods.
Putting the Traffic Infrastructure Management System on a digital map into operation is a step forward in the digital transformation process of Hanoi's transportation sector. Not just simply putting technology into management, the system is creating a platform to change infrastructure management methods, in which data becomes an important resource serving operational work. This is also a direction suitable for the goal of building digital government, smart cities, gradually improving the efficiency of management and exploitation of the Capital's traffic infrastructure system.
