Roads are seriously degraded
The total investment of the entire project is more than 800 billion VND, the bypass road to the South of Bao Loc (Lam Dong) runs parallel to National Highway 20, 15.6 km long, starting point in Ward 3 Bao Loc and ending point in Ward B'Lao.

The project was started on August 31, 2017, invested by BT20 - Cuu Long Joint Stock Company, with many construction contractors such as Viet Ren Company, Dong Me Kong Company and Construction Materials Company No. 1 (FICO).

The road is built according to the standards of level III mountain roads, in order to reduce the load on National Highway 20 through the center of Bao Loc City (old).

However, after the construction period until 2019, the project had to be "covered up", temporarily suspended due to lack of capital. To date, the road is still messy, causing waste, losses and many consequences.

The prolonged suspension of construction has caused the road to be damaged, degraded, landslide, and subside; waste is overflowing, posing a potential risk of traffic accidents.

The actual record of reporters shows that after 5 years of temporary suspension of construction, the road has become messy and chaotic from beginning to end.
During the construction stop, many traffic accidents occurred on the route, including 3 serious accidents that killed 3 people.
Becoming a garbage collection point
Not only degraded, the Bao Loc bypass road has also become a garbage collection point, causing environmental pollution and urban unsightliness.

Records show that along the route there are at least more than 20 large and small domestic waste collection points, many places have tons of garbage piled up with a foul odor, spilling onto the road surface.
Mr. Nguyen Hoai Nam (resident of B'Lao ward) said that since the project stopped construction, the road has become a place for people to bring garbage to dump.

Initially, there were only a few small points, but over time, people conveniently brought garbage out and threw it away, causing the amount of garbage to increase day by day. Some points are collected, but in many places garbage is increasingly bulging, messy, and dirty," Mr. Nam said.
According to Ms. Tran Thi Thuong, among the two localities with roads passing through, B'Lao ward accounts for more than 2/3 of the length. Most of the accumulated waste is located in this ward.

Garbage collection is the responsibility of Bao Loc Urban Works Joint Stock Company, and management and urging belong to the local government. To prolong the garbage situation, the responsibility of the People's Committee of B'Lao ward is not small," Ms. Thuong assessed.
Talking to reporters, Mr. Nguyen Duy Khanh - Head of the Economic, Infrastructure and Urban Department of B'Lao ward - admitted that the situation of garbage accumulation on the southern bypass is a prolonged situation.

We have contacted Bao Loc Urban Works Joint Stock Company to coordinate in collecting and thoroughly handling. In case of intentionally dumping waste against regulations, it will be strictly handled," Mr. Khanh said.
According to the Lam Dong Department of Construction, the unit is coordinating with the Department of Finance to complete procedures to deploy the completion of the road construction.
The project was approved for investment policy by Lam Dong Provincial People's Committee with a total budget of about 400 billion VND, from the medium-term public investment budget for the period 2021 - 2025 and 2026 - 2030; implementation time from 2025 - 2027.
The project is invested by the Lam Dong Provincial Traffic Project Management Board, scope from Km113+680 (National Highway 20, Loc Chau commune) to Km128+800 (Loc Nga commune, former Bao Loc city), total length of about 15.5 km.
