The Ho Chi Minh City Department of Construction has just reported to the Ho Chi Minh City People's Committee on the detailed plan for implementing component project 2: Upgrading and expanding National Highway 13 (from Binh Trieu Bridge to Vinh Binh Bridge), implemented according to the BOT (Building - Business - Transfer) contract.
This 5.9 km long section of National Highway 13 will be expanded to 60 m, accommodating 10 lanes.
Notably, on National Highway 13, an elevated road (overpass) of 3.2 km long will be built from Binh Trieu intersection to Binh Phuoc intersection, with a scale of 4 lanes and a design speed of 80 km/h.

Below, both sides of the route will have parallel roads with 3 lanes on each side, with a maximum speed of 60 km/h, serving mixed vehicles.
At the same time, to reduce pressure at major intersections, the project will build two two-way underpasses at Binh Loi intersection and Binh Phuoc intersection.


The total investment of component project 2 is more than 6,281 billion VND. The implementation progress is determined as follows:
Quarter IV/2025: Complete the preparation, submission for appraisal and approval of the feasibility study report.
Quarter I - early Quarter II/2026: Organize bidding to select investors and sign BOT project contracts.
Quarter III/2026: Prepare, submit for appraisal and approve construction designs to be implemented after the basic design.
Quarter IV/2026: Selecting a contractor and starting construction.
2028: Complete and put the project into exploitation and use.

In parallel, component project 1: Compensation, support and resettlement with a total investment of about VND 14,619 billion. The project involves the land acquisition of 1,091 households, of which 238 households were cleared and 853 households were partially affected.
The Ho Chi Minh City People's Committee has assigned the People's Committee of Hiep Binh Ward to coordinate with the Compensation and Site Clearance Board of Thu Duc City to determine the origin of the land, legal status of real estate, and assets attached to the land; develop a comprehensive and detailed compensation, support and resettlement plan according to regulations.
The city aims to complete the approval of the compensation plan in December 2025.
In case of difficulties or problems beyond their authority, Hiep Binh ward must promptly report and propose to the Ho Chi Minh City People's Committee for consideration and resolution to ensure the overall progress of the project.

National Highway 13 is the main gateway to the Northeast of Ho Chi Minh City, connecting through Binh Duong province before, but for many years it has been a bottleneck because the narrow road is only 6 lanes, passing through residential areas, and is often congested.
The project to expand National Highway 13 from Binh Trieu Bridge to Binh Phuoc intersection was a part of the Binh Trieu 2 bridge and road project implemented under the BOT form more than 20 years ago. However, the project was later suspended because the BOT contract was no longer suitable for the actual context.
With the National Assembly's approval of Resolution 98 of 2023, Ho Chi Minh City is allowed to re-apply the BOT model to existing infrastructure upgrade projects, including National Highway 13.
