On April 21, representatives of the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) said that the construction progress of the elevated road section of Ring Road 3 of Ho Chi Minh City (from Ho Chi Minh City - Long Thanh - Dau Giay expressway to Tan Van intersection) did not meet expectations. According to the design, this section is 14.7km long, with a scale of 4 lanes.
Currently, the Ho Chi Minh City Traffic Board has reported on the plan to adjust the progress, expected to be completed by the end of June 2026.

Records at the construction site show that many items are still unfinished. The uphill and downhill area at the section adjacent to Tan Van intersection is not completed, and girder installation has not been completed.

Similarly, the intersection item between Ring Road 3 and the Ho Chi Minh City - Long Thanh - Dau Giay expressway is also not complete.


This is the second time that this elevated Ring Road 3 section has missed the traffic opening deadline. Previously, the Ho Chi Minh City Traffic Board had committed to put it into operation on December 19, 2025, but by this time the project has only reached the technical traffic opening level. After that, the completion milestone was further adjusted to April 30, 2026, but still could not be achieved.


Not only the East section, but also the West section of Ring Road 3 HCMC (through Cu Chi, Hoc Mon, Binh Chanh districts before) about 32.6km long, including 5 bidding packages from XL6 to XL10, is also behind schedule and is likely not to be cleared in time for June 30, 2026. The reason is the shortage of raw materials.

Faced with this situation, the Ho Chi Minh City People's Committee has issued drastic directions to accelerate the progress of the entire project. The Traffic Management Board is requested to urgently approve the technical design dossiers of smart traffic system (ITS) items, non-stop electronic toll collection (ETC), as well as vehicle load control works in April 2026 to deploy synchronously throughout the route.
At the same time, relevant units must review and re-establish detailed progress for each bidding package; clarify the construction situation, difficulties, obstacles and propose solutions. The new progress must be confirmed by the investor, contractor and supervision consultant, committed to implementation, and reported to the City People's Committee and the Department of Construction for monitoring.
The Ho Chi Minh City People's Committee also requested the investor to proactively and thoroughly handle obstacles affecting the progress. In case it is not guaranteed to be completed before June 30, 2026 according to Resolution 105/NQ-CP and the City's direction, it is necessary to specifically report the completed volume, the remaining part, causes and remedial plans.

In addition, construction management work must be strengthened and personnel must be sufficiently qualified; requiring contractors to promote resource mobilization, expand construction teams, organize "3 shifts, 4 teams" and proactively gather materials.
The Ho Chi Minh City Transport Board is assigned to be fully responsible to the City Party Committee and the City People's Committee for the progress, quality and contents related to the Ring Road 3 component project through the area.
