On the afternoon of December 4, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board) informed about the construction progress of the 14.7 km long eastern overpass (altitude road) (from Ho Chi Minh City - Long Thanh - Dau Giay Expressway to Tan Van intersection).
This is the elevated section of Ho Chi Minh City Ring Road 3 that was committed to open to traffic on December 19, 2025.
However, in the report dated November 25, 2025 during a working session with Deputy Prime Minister Mai Van Chinh, the Traffic Department included this section in the group of "technical traffic congestion" and expected to postpone the official opening to 2026, different from the time frame that has been reported many times.

The Ho Chi Minh City Traffic Department said that the Ho Chi Minh City Ring Road 3 project is in the acceleration phase, contractors are working "3 shifts, 4 teams" with a determined spirit, mobilizing maximum machinery and human resources.
To date, the 14.7 km long elevated road section in the East has reached about 83% of the volume. However, in recent times, the project's progress has been greatly affected by objective factors such as prolonged unfavorable weather and shortage of construction materials.
According to the explanation of the Traffic Department, this year the weather in the southern region is affected by 15 storms and tropical depressions causing heavy or very heavy rain.
The period from September to November 2025 will have up to 46/84 rainy days (about 55%). This year's rainy season will continue until mid-December, making it difficult to construct road surface structures and outdoor items.
In the context of many key projects in the Southern region accelerating (Long Thanh airport, Bien Hoa - Vung Tau expressway, Eastern long-distance expressway phase 2, horizontal expressway, ...), the demand for materials such as crushed stone, cement concrete, asphalt concrete increased, leading to scarcity and slow supply.
"With the above objective difficulties, the 14.7 km section of the elevated road in the East will only meet the technical traffic requirements on December 19, 2025" - the Ho Chi Minh City Traffic Department emphasized.

Also according to the Ho Chi Minh City Traffic Department, on December 19, the Ho Chi Minh City Ring Road 3 project also opened to technical traffic for 5 km through Dong Nai province; 3.1 km through the former Binh Duong province and 6.4 km through Tay Ninh province.
At the same time, the entire 37.1 km Ring Road 3 route will also be reopened, including 32.6 km through the former Cu Chi, Hoc Mon, Binh Chanh districts and 4.5 km through the former Binh Duong province.
By April 30, 2026, Ho Chi Minh City Ring Road 3 will open 24.2 km of highways and 45.9 km of technical traffic. The entire project will be completed and opened to traffic on June 30, 2026.
The Ring Road 3 route is more than 90 km long, passing through Ho Chi Minh City, Dong Nai and Tay Ninh after the merger. Previously, the project completed the My Phuoc - Tan Van section (15.3 km) and the section from DT.25B (Dong Nai) to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway (including Nhon Trach Bridge) to be put into operation from August 2025.
The remaining part of the more than 70 km long with a total investment of nearly VND 75,400 billion, a scale of 4 expressway lanes and a parallel road system (not continuous) is being implemented by localities.
