On October 9, the People's Committee of Hung Yen province had a working session with the Asian Development Bank (ADB) working group on the project to upgrade the left and right dykes of the Tra Ly River. The project is considered a key project to proactively respond to climate change, prevent natural disasters and develop sustainable transportation - irrigation infrastructure.
According to the report, the consolidation of the dyke system and embankment of Tra Ly River will help reduce the risk of landslides and dyke breaks, and protect the safety of people's lives and property. When completed, the project will not only ensure flood and storm prevention safety but also form a traffic route along the river, effectively serving inspection, rescue and relief work, contributing to promoting socio-economic development, creating architectural highlights in urban and rural spaces of the province.
The total estimated investment of the project is about 200 million USD, of which ADB loan capital accounts for about 160 million USD and domestic counterpart capital is about 40 million USD. The project is implemented in the wards and communes of Thai Binh, Tran Lam, Tra Ly, Dong Quan and Dong Thai Ninh, in the period of 2026 - 2029.
At the meeting, representatives of departments, branches and ADB working delegations discussed route plans, site clearance, environmental protection, feasibility, efficiency and sustainability of the project, along with borrowing methods and times.
Vice Chairman of the Provincial People's Committee Lai Van Hoan acknowledged and highly appreciated the consultations and recommendations of the ADB. He affirmed that Hung Yen province is completely in agreement with the project's goals and orientations; at the same time, he hopes that the project will soon be implemented effectively, economically, in accordance with local realities and contribute to the sustainable development of the province's irrigation - transportation infrastructure system.
The Vice Chairman of the Provincial People's Committee assigned relevant departments, branches and units to closely coordinate with the ADB to complete the dossier, carefully study the feasibility, clearly assess the socio-economic efficiency and ensure connectivity and synchronization with the key infrastructure projects under implementation. Units are also assigned to participate in giving comments and completing the draft memorandum of understanding on cooperation between the People's Committee of Hung Yen province and the Asian Development Bank in the coming time.
